The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Finance and Budget Operations Manager for Business Operations. This position provides financial expertise to department management, programmatic management, and federal budget request process for the Division.
The Finance and Budget Operations Manager is responsible for the development, monitoring and assigning of the workflow in their area of responsibility. Comprehensive knowledge of operations of multiple administrations and programs and increase interaction with upper management. The incumbent will possess a global perspective on the overall financial operations of the Department.
This position may be available for remote work within Arizona, with two days per week in the office.

Essential Duties and Responsibilities include but are not limited to:
- Manages the work of the Financial and Business Operations staff. Provides financial expertise across all areas including department management, programmatic management and federal and other grantors on matters and federal regulations, federal reports, compliance plans and financial forecasts, and serves as technical expert or consultant to the agency’s management teams, regarding financial and budget matters.
- Coordinates to support the annual state and federal budget request process for the Division. Prepares management reports, leads meetings, and discussions between staff and management level positions. Performs strategic analysis spanning multiple areas across the Division and will counsel and lead subordinate staff in carrying out a variety of tasks.
- Completes complex assignments in a timely manner with a quality work product. Sets workflow priorities of assigned area to ensure task completion and act for colleagues in their absence.
- Recommends, implements, and develops Business Operations procedural standards and guidelines, distributes standardized directives. Interacts with a variety of entities to research, resolve issues, provide guidance and/or assistance related to assigned area.
- Monitors state legislative activities for the Division and assists in providing an analysis on programmatic and financial impacts.
The ideal candidate for this position will have:
- Four years of experience managing complex issues in budget preparation, analysis and control, funding financial reporting or related specializations.
- A Master’s degree in Business or Public Administration may substitute for one year of the required experience.
- Bachelor’s Degree in Accounting, Finance, Economics or Business Administration.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
