Public Utilities Regulatory Analyst

This position will remain open until filled
RUCO was established in 1983 to represent the interests of residential utility ratepayers in rate-related proceedings involving public service corporations before the ACC.
This position prepares an analysis of various components of the case in electric, gas, water, wastewater and telecommunications cases.
• Perform audits to verify the accuracy of financial information submitted in the various cases, and Issue data requests to the utility company to clarify information contained in company filings
• Review, analyze and develop RUCO's positions regarding the weighted average cost of capital (WACC), and Draft and support testimony to support RUCO's recommended debt and equity component of the WACC
• Using capital models such as the Capital Asset Pricing Model (CAPM), Discounted Cash Flow Model (DCF), and/or other relevant models, develop the equity component of the WACC
• Participate in working groups to develop proceedings or policy recommendations to the Director, Deputy Director, attorneys and the Public Utilities Manager
• Review develop and prepare recommendations in regulated utility rate increase filings, financial filings and other ACC filings
• Present expert testimony at ACC hearings
• Other duties as related to the position
Knowledge, Skills & Abilities (KSAs): |
Knowledge:
• Knowledge of generally accepted accounting procedures and practices; expertise in financial modeling and analysis
• Basic concepts of public utility regulation and ratemaking
• Advance financial theory as it relates to cost of capital
• Knowledge of utility operations and procedures
Skills:
• Effective and clear presentation skills to be able to speak before and explain issues to a variety of audiences
• Interpretative, evaluative and/or constructive thinking within broadly defined policies and objectives
• Problem solving various situations requiring analytical
• Intermediate to advanced skills in Excel
• Familiarity with google docs
Ability:
• Ability to explain and support RUCO's recommendations clearly in written testimony and verbally at a hearing
• Work with and participate in stakeholder working groups to achieve common goals
• To review and analyze company data independently
• Work with others
• Certified Rate of Return Analyst (CRRA)
Pre-Employment Requirements: |
• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)
• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
