DES is seeking an experienced and highly motivated individual to join our team as a Finance Manager. This position will oversee division budget creation and forecasting. Identify procurement objectives and methodologies; Support the development, evaluation, negotiation, and vendor management of high cost and complex IT sourcing initiatives, IT equipment purchases, and software license renewals; perform analyses of elements of cost; coordinate with technical experts; make competitive range determinations; and conduct contract/vendor reviews. Perform management control assessments of financial system related business processes and procedures and identify weaknesses in the design and effectiveness of internal or management controls. Oversee facilities management and identify cost reduction strategies for modification or improvements of all offices throughout Arizona. Analyze performance of procurement activities against various procurement indicators and goals, plan, organize and assign work, establish priorities, and assure that realistic completion schedules are developed, documented, communicated to all stakeholders. May require driving or the use of a vehicle as an essential function of the job to conduct State business.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:

- Oversee facilities management and identify cost reduction strategies for modification or improvements of all offices throughout Arizona.
This ideal candidate for this position will have:
- Bachelor's Degree in Accounting, Finance, Economics or Business Administration with a specialization in accounting, finance or economics from an accredited college or university
- Master's degree in one of these fields and/or professional certification (e.g. certified public accountant) is a plus
- Prefer practical work experience managing the budget/finances of a large, complex organization.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
