Job Summary:

• This position is responsible for professional purchasing work requiring extensive knowledge of commodities and services in buying and purchasing a variety of supplies, materials, equipment and/or services.
• This position:
• Acts to ensure conformance with State purchasing laws and regulations;
• Performs administrative work of considerable difficulty including research, special projects, and report preparation;
• Coordinates administrative matters between organizational units and procurement staff;
• Prepares a variety of contract documents and agreements requiring considerable program knowledge and coordination;
• Composes correspondence on a wide variety of subjects;
• Interprets and explains organizational rules, regulations, and functions; and
• Coordinates activities with other departments.
• Rare in-state travel may be required for this position.

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

Job Duties:

• Prepares a variety of contracts and solicitations documents requiring considerable knowledge and coordination
• Participates in competitive process and supports with gathering information and documents, assists in pre-offer, evaluation, and post-offer meetings
• Prepares and sends communications to internal customers respecting contract issues and contract rights
• Performs a variety of complex administrative tasks for the Chief Procurement Officer, Chief Financial Officer, and Procurement Staff including research, special projects, and report preparation
• Maintains all financial, administrative, and policy/procedures files for the Procurement section
• Provides technical assistance to internal stakeholders regarding the state e-procurement system and serves as backup to procurement officers for e-procurement issues, provides technical assistance to internal stakeholders for contract interpretation and understanding of the contract goods and services
• Interprets and explains organizational rules, regulations and functions
• Serves as Liaison for Accounting, Audit, Grants Management, and the State Records Retention Office coordinating administrative matters and department activities between organizational units
• Manages and updates contracts within the state contract and procurement system
• Operates computer spreadsheet applications, purchasing/inventory software and the Arizona Procurement Portal to locate potential suppliers
• Completes requisitions and performs purchasing duties for the Finance Unit

Knowledge in:
• The Arizona Procurement Rules and Regulations; the fundamentals of procuring goods and services
• The law as it relates to preparation of purchases orders and contract documents

• Methods of conducting research

Skills in:
• Interpreting applicable laws, rules, policies, and procedures
• Developing and implementing various sourcing strategies based upon business strategic goals and objectives
• Developing manuals, reports, and procedural documentation

• Basic to intermediate skill in using Microsoft, Word, PowerPoint, and Excel.

Ability to:
• Plan, analyze, and coordinate activities and establish priorities
• Work independently in answering complex inquiries and completing complicated tasks

Retirement:

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
