• The position’s primary purpose is to perform fiscal monitoring of Local Education Agencies (LEAs) and subrecipients that receive federal or state grant funds from Arizona Department of Education (ADE). This position mentors junior Fiscal Monitors and assists the Fiscal Monitoring Supervisor with recommendations for process improvement.
• Fiscal monitors also process single audits conducted by CPAs and submitted to ADE by subrecipients. Fiscal monitors are assigned a caseload and are responsible for following up, conducting outreach and tracking fiscal monitoring and single audit statuses. The lead fiscal monitor will conduct fiscal monitoring on special projects, occasionally, in addition to a regular delegation.
• Rare in-state and out-of-state travel is required for this position.
The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.
• Perform fiscal audits, which include drafting correspondence to LEAs, preparing monitoring documents and reports, confirming compliance with applicable grant, federal, and State regulations and requirements, and other duties as necessary to complete the fiscal audit
• Mentor junior monitors through shadowing and side by side modeling and coaching of following the process correctly
• Review and follow up findings related to single audits as well as other auditing information submitted by subgrantees
• Process audit evaluations in accordance with the ADE policies and review and follow-up on corrective actions to ensure complete resolution of all Single Audit Findings
• Provide strategic and specific support for high-risk LEAs to coordinate and monitor fiscal activities
• Coordinate with program areas across the agency to provide technical assistance and guidance for program staff to resolve LEA audit issues and address corrective action plan items
• Collaborate with fiscal monitoring trainer to provide ideas for internal and external training
• Make recommendations to Grants Fiscal Director and Fiscal Monitoring Supervisor for process improvement
• Serve as the lead to provide additional support to the fiscal monitoring/audit team and fiscal monitoring supervisor with daily issues, problem-solving, and LEA responses.

• Written and oral communication techniques
• A Bachelor’s degree in Business Administration, Accounting, Auditing, or a related field or equivalent experience to substitute for the degree, is required

Preference will be given to those applicants with:
• At least two years of fiscal monitoring experience, including reconciling, sampling, issuing findings, and following up on corrective action plans
• Progressively more responsible accounting/auditing or similar work experience
• Experience mentoring colleagues
• A combination of formal education and work experience
• Prior knowledge of federal or state grants management processes
