The Department of Economic Security, Division of Technology Services (DTS) is seeking an experienced and highly motivated individual to join our team as a Business Analyst (IT Analyst). This position analyzes various types of data and documentation for reporting in non-technical language, and coordinates work/assignments and other documents as needed for projects. This role acts as the primary liaison between the Division of Technology Services and the business unit in support the organization’s key business processes and applications.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
- Collaborates with stakeholders to identify and document business requirements and user needs for digital products and services. Utilizes business analysis techniques to elicit customer requirements. Performs impact and risk analysis. Identifies advantages and disadvantages of business processes and assesses impacts.
- Analyzes current processes, workflows, and systems to identify areas for improvement and recommend solutions. Gathers and translates business requirements into functional requirements and develop use cases for IT projects.
- Creates and maintains detailed documentation, including user stories, use cases, process maps, and functional requirements. Supports Product Manager in defining and prioritizing features and improvements that align with strategic goals.
- Work closely with development teams to ensure requirements are clearly understood and implemented effectively. Analyze and evaluate use/system requirements to ensure system modifications are in compliance with federal and state guidelines.
- Analyzes key performance indicators and metrics to assess product performance and identify opportunities for enhancement. Facilitates user feedback sessions and usability testing to ensure solutions meet end-user needs.
- Creates and delivers related user documentation and end-user training. Make oral and written presentation on automated system changes. Provides technical support to users and trains and guides other business analysts.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- General knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development
- Familiarity with Business Analysis Body of Knowledge (BABOK)
- Service Level Agreement (SLA); laws, rules, security policies, privacy, data confidentiality management, statistical and business analysis and research and analysis methodologies
- Project management concepts, principles and practices
- English language for sentence structure, composition, content, spelling, and grammar
- Considerable working knowledge of COTS, SDLC, ISO, CMMI, ITIL, AZURE DEVOPS, Salesforce, Waterfall, AGILE, Scrum and LEAN.
Skill in:
- Strong customer service skills
- Analytical skills to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements
- Analysis, design review, troubleshooting, implementation and integration for applications
- Problem and negotiation skills to resolve issues
- Good time management and organizational skills with attention to detail
- Effective listening, oral and written communication skills to communicate technical and non-technical concepts to a variety of audiences
Ability to:
- Balance, prioritize and organize multiple tasks.
- Build and maintain strong relationships inside and outside the organization
- Effectively translate user requirements into business, functional and test scenarios for projects of various sizes and complexity
- Develop and write technical documentation
- Identify opportunities for use of solutions to improve efficiency and reduce waste
- Work independently or collaboratively and under stress/pressure.
- Analyze data, develop and execute queries and reports, and proficiently manipulate data.
- Adapt to changing needs and priorities quickly while contributing feedback based on rules and regulations.
This ideal candidate for this position will have:
- Experience with Child Support Services is a plus.
- Bachelor’s Degree and/or 5 years of experience in business analysis (or equivalent experience). PMI certification a plus. Lean or Six-sigma certification a plus.
Pre-Employment Requirements: |
- Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
- Bachelor’s Degree and/or 5 years of experience in business analysis (or equivalent experience). PMI certification a plus. Lean or Six-sigma certification a plus.
- If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
