Job Summary:

This position is responsible for the efficient timing and phasing of traffic signals that are operated and maintained by the Arizona Department of Transportation (ADOT) as well as the supervision of assigned staff. This position also interacts directly with local agencies and other ADOT stakeholder to facilitate the effective operation of traffic signals across jurisdictional boundaries.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Develop traffic signal phasing and timing plans for various traffic flow conditions such as peak periods, off peak periods, special event, and traffic incidents. This includes data collection, analysis and computer modeling using various traffic signal optimizations programs, such as SYNCH RO & TRANSYNC.

Implement traffic signal timing plans and monitor performance. Implementation includes uploading of timing plans into the central Maxview /Kinetics. Monitoring included working in the Traffic Operations Center and making changes to signal timing or signal timing plans to reduce travel delay and congestion. This position will require some after hours and weekend remote signal timing for planned and unplanned closures.

Collaborate with local agencies and other intern a I ADOT stakeholders in the development and implementation of traffic signal timing plans to facilitate the effective coordination of traffic signal operations across jurisdictional boundaries. This includes development and execution of various Inter-governmental Agreements (as needed).

Research and develop traffic signal hardware and software specifications. Prepare various reports, plans, schedules and project needs statements in support of more efficient traffic signal operations.

Perform various personnel management duties, such as coaching, training, monitoring performance, performing appraisals, scheduling/assigning workload, and approving time.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
Knowledge of the MUTCD, ADOT Traffic Guidelines and Procedures
Fundamentals of traffic signal timing and basic principles of traffic safety
Knowledge of applicable laws, rules, policies and procedures related to program and department goals
Knowledge of budgeting and program administration Knowledge of traffic signal modeling software, SYNCH RO, TRANSYNC, and others
Knowledge or Google Suite

Skills:
Computer Skills related to central traffic signal systems software and traffic signal operations analysis software
Analytical skills related to traffic signal operations
Effective written and verbal communication skills
Skilled in preparing technical reports related to traffic signal operations
Skilled in the use of Microsoft Word, Excel, and PowerPoint software

Ability:
Ability to make decisions related to traffic operations based on the best information available
Ability to effective communicate, cooperate and collaborate with the broad spectrum of stakeholders at both the technical and administrative levels
Ability to manage and engage with employees
Ability to identify, define, analyze and solve problems
Ability to coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

4 year college degree in civil engineering, systems engineering, electrical engineering, or closely related field. Registered as a PE.

(Minimum 15 years of experience working in traffic engineering performing traffic signal phasing, timing analysis and ITS implementation with progressively increasing responsibility and management may substitute for above requirements)

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
