The Department of Economic Security is seeking an experienced and highly motivated individuals to join our team as a Managing Analyst with the Division of Financial Operations, Financial Services Administration. The Managing Analyst guides the daily operations of a financial support team responsible for all forecasting, analysis, federal reporting, and fiscal monitoring of assigned programs; and provides financial expertise to DES and programmatic management, federal and other grantors on federal regulations, federal reports, financial forecasts, and programmatic trends for assigned programs.
This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
• Mentor, train, and monitor the work of new Financial Analysts; provide technical assistance, review work products prepared by the financial support team, complete high-level analyses, and ensure accuracy and timeliness of deliverables.
• Provide comprehensive financial expertise to Division management, DES executive leadership, and external partners, such as the Governor's OSPB and JLBC, including interpreting budget instructions, ensuring budget packages are consistent with DES business model, compiling financial data, analyzing budget materials, clarifying and interpreting legislative intent and collecting essential material for the budget packet review.
• Compile revenue, expenditure, appropriation, and obligations data to analyze, monitor, interpret, and report financial information. Evaluate financial, economic, and caseload trends and make projections of financial requirements for assigned programs.
• Monitor federal and state legislation. Identify, research, review, analyze, and establish possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned areas.

• Governmental accounting and fiscal principles.
• Budget and legislative processes.
• Principles and practices of administration with special reference to organization, fiscal management, and budgetary control.
• Statistical analysis and theory.
• Report writing techniques, and office management procedures.
• Work measurement methods and motivation of employees, understanding of the requirements, characteristics, and cultural environment required for teams to operate effectively.
Skills in:
• Oral and written communications of complex concepts.
• Proficiency in statutory and rules interpretation.
• Initiating and reviewing expenditure corrections, journal vouchers, and cash receipts.
• Computer utilization, comprehension, analysis, interpretation, and reconciliation of complex financial data, including forecasts and projections.
Ability to:

• Be an innovative and strategic thinker and perform complex analytic work.
• Schedule and prioritize multiple assignments.
• Develop annual budget requests for assigned areas consistent with the DES mission, vision, and values.
• Organize and present information in structured and non-structured settings; facilitate and lead meetings with executive-level staff.
• Use computer programs and software.
The ideal candidate for this position will have:
• Bachelor’s degree in Accounting, Finance, Economics or Business Administration, or a Master’s degree in Business Administration, Public Administration, Accounting, Finance or Economics from an accredited college or university.
• Five (5) or more years of experience in areas such as budget preparation, analysis and control, funding, and financial reporting.

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who
operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
