The Department of Economic Security, Office of the Director (OOD) / Child and Community Services Division (CCSD) is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 2 (Senior Financial Analyst). The Financial Analyst 2 is responsible for forecasting, analysis, federal reporting, and monitoring of assigned high-profile Division programs. This includes preparing various advanced fiscal and operating reports involving detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses; identifying, researching, and analyzing possible impacts of proposed legislation and funding modification; and preparing formal bill analyses, as well as cost benefit and break-even analyses.

This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.

Job Duties:

Essential Responsibilities include but are not limited to:
• Function as single point of contact between the division Financial Business Office and assigned division programs, providing guidance and customer support. Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel. Prepare appropriate materials for those meetings.
• Research and analyze expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts with minimal supervision.
• Develop and maintain fiscal summary information and resource information for assigned programs, including data such as caseload statistics, historical funding patterns, and fund sources. Prepare in-depth cost-benefit analyses and break-even analyses with minimal supervision.
• Identify, research, review, analyze, and establish possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned programs.
• Participate in cross-team collaboration, problem solving sessions, and trainings.
• Determine funding needs of assigned programs and initiate transactions, including but not limited to transfers, draw downs, deposits, journal vouchers, expenditure corrections, expense budget loads and modifications, appropriation loads and modifications, and other like documents with minimal supervision.

• Governmental accounting and fiscal principles.

• Principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control.

• Analysis and interpretation of financial data.

• Comprehend and interpret and rules, issues identification, and resolution.

Selective Preference(s):

The ideal candidate for this position will have:

• Bachelor’s degree in accounting, finance, economics or business administration with a specialization in accounting, finance or economics and 2 years of experience dealing with complex issues in one or more of the following areas preferably in a governmental setting: budget preparation, analysis, and control; funding, financial reporting or related specialties.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
