We are searching for someone to manage a small tenured data warehouse team and who is very proficient working in Azure Synapse, Informatica, or Databricks. What You'll Do:

The position reports through the Information Services Division (ISD) as the Data Warehouse Manager of the Data Warehouse team at AHCCCS. The Data Warehouse Manager is responsible for achieving the goals and objectives of AHCCCS through managing the data warehouse human, financial, and operational resources. You will work with customers throughout the agency to identify data needs and then define, develop and test solutions using sound data management techniques. You’ll also be asked to maintain production ETL processes, occasionally in an on-call capacity, to ensure the timeliness and accuracy of all data loads. As the  Data Warehouse Manager, you will need to have a strong technical background with extensive experience in an enterprise data warehouse environment.

 

Major duties and responsibilities include but are not limited to:
• Managerial duties include, but are not limited to leading the Data Warehouse team and assigned contractors, recruitment, setting objectives, analyzing performance, making staffing and data management decisions, managing deadlines, collaborating and advising Agency leadership and staff, and reviewing work.
• Manage data extractions, transformations and load procedures including analysis of existing source systems and data sources and monitor ETL workflows. Translate functional and technical requirements into detailed architecture, design and extensible code. Provide expertise in ETL, SQL development, and data analysis to staff.
• As an expert in AHCCCS data, actively participant in inter-divisional projects as a data lead. Work to proactively obtain and provide information that will assist decision makers in determining what data AHCCCS has and how to effectively and efficiently access the available information. Collaborate on project management initiatives.
• Support and enhance existing extract, transform, and load processes. Create technical design documents that capture source to target mapping, define transformation algorithms, and document data quality rules, data flows and transformations.
• Work with staff and stakeholders to identify analytical requirements. Validate the integrity and quality of the data to be used, while troubleshooting any issues; and develop, test, and validate data sets to be utilized in various analytical reports and dashboards throughout the agency.
• Mentor data management techniques to developers and business users with less skill or experience while optimizing data warehouse performance. Collaborate on data management initiatives, strategy and governance, standards, integration, and quality.
• Administer and manage data analytics platforms such as Cognos and Power BI to ensure optimal performance, reliability, and security. Collaborate with cross-functional teams to design, implement, and refine data models that support reporting and decision-making processes. Assist in the upgrade, patching, and maintenance of analytics tools and systems to ensure they remain current and effective.
• Proactively seek to add value to the system by staying current on data warehousing and data management industry and best practices by participating in projects, learning collaboratives, and trainings that involve leaders both inside and outside of the Agency.
• Defines immediate and long term goals, priorities, and plans to ensure team goals are aligned with the goals and priorities of the organization. Identifies required resources; trains, schedules and monitors resources; leads hiring process; accountable for effective use of resources and disciplinary action when required. Review and update direct staff's position descriptions as needed.
• Assists in the development and support of policies, procedures, standards and forms.

Qualifications:

Minimum:
• Bachelor’s degree plus 5 or more years of related experience in related discipline (or equivalent experience).

Preferred:
• Bachelor's degree in Computer Information Systems, Computer Science or related area. 7+ years of data warehousing experience related to databases and BI tools. 7+ years of experience defining and developing ETL processes. Knowledge of health care operations and terminology; preferably within Medicaid. 3+ years of managerial experience in Information Technology.
