Job Summary:

Performs a broad scope of high level highway operational duties including scheduling, assigning and overseeing the assigned units work crew, inspection of work, training and guiding staff as it relates to tasks such as the operation of motorized vehicles and equipment utilized in highway maintenance with Federal, State, County or private contractors; pavement care and preservation; roadside shoulder restoration and repair; delivery of equipment and materials; snow removal operations; permit compliance; work management reports.

Job Duties:

Operates and trains others on truck-mounted and/or stand-alone motorized vehicles, powered and non-powered equipment and tools to property
performed assigned work duties which includes the required maintenance checks and minot servicing to comply with laws, rules, policies and procedures.

Operates state vehicles and equipment in the course of conducting State business.

Inspects, repairs, and trains on highway system features, safety and components, makes periodic adjustments, checks for performance and documents status for electronic management and data storage records. System features include but not limited to guardrail, barriers, walls, channels, pavements, drainage structures, pumps, engines, and computerized devices.

Maintains maintenance management performance system for assigned unit including computer entry and work report uploads to the main frame, ensuring accuracy and verification of data. Coordinates the processing of the feature inventory data, inputs changes, update and verifies for accuracy. Review construction as-builts for new feature items.

Attends required corporate, safety, and highway operations training (per HOT Matrix), and other meets as necessary. Performs other duties as required.
Operates a State vehicle in the scope of conducting daily operations.

Coordinates and documents alternative work resources such as prison work crew and contacted services along with in-house crews for most efficient
manpower and equipment usage. Assists construction crews with projects to ensure highway safety, protection of State assets and for end product
acceptance.

Responds to emergency incidents. May be assigned to call back and must be able to respond within 30 minutes. At times will be required to work weekends, holidays and overtime.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE

  • Extensive knowledge of procedures, practices and methods of the operation, preventive maintenance and minor repair of vehicles and equipment used in roadway and roadside operations.
  • Knowledge of State procurement policy, Pecos reporting, coding, data entry and inventory.
  • Knowledge of expected customer relations.
  • Knowledge of federal, Sate and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations.
  • Wide-ranging knowledge of materials, equipment and tools used in work activities, established work methods and standards.

SKILLS

  • Skill in applying and making intermediate level interpretations of federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations.
  • Skill in using proper materials, vehicles and equipment to perform work activities within established work methods.
  • Skill in problem solving and in interpersonal relationships.

ABILITIES

  • Ability to plan, coordinate, analyze and perform multiple tasks.

Selective Preference(s):

Minimum 3 years highway maintenance experience.

Pre-Employment Requirements:

Knowledge of procedures and practices.
Valid Arizona Drivers License.
Knowledge of math, accounting, English grammar and computer systems.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
