Job Summary:

Prepares invoices based on the agreements and invoices needed for the Federal Transit Administration (FTA). Follows up on outstanding invoices, and processes invoice receipts logs. Prepares and transmits, on a rotational basis, the Federal Highway Administration reimbursement (FHWA). Reviews the Final Voucher (FV) letters, and request adjustments for invoices when necessary. Tracks transactions in the Local Government Investment Pool (LGIP) escrow accounts monthly, and prepares invoices and draw-downs when necessary. Processes CarFax, Experian, and other crash report invoices when necessary.

This position may be available for remote work within Arizona (Two (2) days per week in the office/hoteling).

Job Duties:

Invoicing local governments, third party billings and utility agreements according to the language in the agreements. Process draws for Federal Transit Administration (FTA) grants. Retrieves invoice and cash receipt report & sends to program managers and other departments within the agency. Process Carfax billing, Final Voucher (FV) invoice or refund. Setup AZ360 areas to process invoices.

Performs reconciliation on the receivable accounts for third parties. Performs duties required to confirm the accuracy of the invoices. Retrieves various reports as necessary to reconcile accounts and identify discrepancies.

Upon final completion of the construction project, conducts final analysis on the receivable to determine if receivable needs to be invoiced before Final Voucher process.

Reviews and controls amounts drawn from escrow accounts held with the State Treasurer's Office on behalf of the local governments. Monitors project expenditures to assure that project costs do not exceed funds available in the escrow accounts. Maintain and update monthly escrow worksheet.

Investigates collection problems. Contacts the third party by letter or telephone explaining the that are delinquent while explaining the terms of the joint project agreement while emphasizing the payment is due while resolving the issue.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Knowledge of AZ360 and various statewide automated accounting systems.
- Principles and practices of governmental accounting.
- Knowledge of Capital Improvement Program (CIP) management contract administration.
- Knowledge of construction and environmental accounting rules, regulations, and contract business.
- Project management, financial analysis and techniques with accounting and auditing principles.
- Microsoft Office (Word and Excel).
- Google Workspace.

Skill:
- Skilled in analyzing and interpreting accounting and financial data by project.
- Strong problem solving, multi-tasking and organization skills.
- Strong written and oral communication skills.

Ability:
- Compile, analyze, and interpret financial data in accordance with contract terms.
- Investigate past due collection issues and resolve payment disputes in a timely manner.
- Review and determine amounts to be drawn from escrow accounts and ensure sufficient funds are available in account.
- Maintain constant communication and informational relationship with field personnel, engineers, project managers and various departments within ADOT.

Selective Preference(s):

A Bachelor's degree with a major in accounting from an accredited college or university; OR a Bachelor's degree in a related field with a minimum of 24 semester hours of accounting courses OR previous relevant work experience.
Ideal candidate will have considerable understanding of automated financial accounting systems, spreadsheet applications, and other analytical tools.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
