Job Summary:

The Privacy Officer supports the Chief Data and Product Officer for the Department's privacy program. This role is responsible for, but not limited, to conducting daily operations of the program, development, implementation, maintenance of policies and procedures, monitoring program compliance, and end to end establishment and processing of various agreements. This position will leads the privacy investigations and assists security investigations including the tracking of incidents and/or breaches. With general direction, this position serves as the Privacy Officer to ensure Department compliance with Security and Information Technology policies in addition to the Health Insurance Portability and Accountability Act (HIPAA), applicable NIST policies, and other privacy regulations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Implements and maintains a process that assesses privacy risk resulting from the collection, storage, sharing, transmitting, use and disposal of protected health information (PHI) and personal identifiable information (PII); Establishes and maintains the Department’s privacy plan. This includes end to end processing of agreements with stakeholders. Assists in the identification, implementation and maintenance of Department information privacy policies and procedures and reports for privacy. Maintains appropriate privacy and confidentiality consents, authorization forms and information notices and materials reflecting current practices and requirements.
  • Manages compliance requirements and obligations with Federal and State privacy laws including HIPAA, other privacy laws, and with administrative, technical and physical safeguards pertaining to use, disclosure and safeguarding of protected health information PHI and PII. Participates in investigations, tracking and reporting outcomes of incidents and breaches. Coordinates activities and communication among leadership in response to privacy issues.
  • Monitors and audits privacy controls required to ensure effective implementation and operation of the privacy program including relevant training and certification. Develops reports and completes corrective action plans.
  • Serves as the Department's Privacy Officer to external entities.
  • Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Privacy laws and regulations, including HIPAA, FERPA, and state-specific privacy statutes.
  • Data privacy concepts such as consent, data minimization, and purpose limitation.
  • Breach notification requirements and incident investigation procedures.
  • Privacy risks associated with data sharing and handling.
  • Privacy training programs and their importance.

Skills in:

  • Storytelling, thought leadership, and internal motivation
  • Conducting thorough investigations into privacy incidents.
  • Excellent written and verbal communication for drafting notices and interacting with stakeholders.

Selective Preference(s):

BA degree or higher in Public Service/Policy, Health Information Management, Applied Ethics, Information Technology, or a related field. Experience involving high level analysis of programs or processes, and/or experiences with legal documents.

Pre-Employment Requirements:

Must be able to secure and maintain clearance from DCS Central Registry.

Must be able to secure and maintain an Arizona Fingerprint Clearance Card.

This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
