Job Summary:

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is looking for a detailed oriented full-time Budget Analyst in Douglas, responsible to track and analyze the institution budget. This position also monitors the Fund Control Sheet for the institution to ensure all purchase requests, estimated travel expenses, and purchase card charges have been recorded for each unit at the Arizona State Prison Complex - Douglas.

Job Duties:

- Performs budget activities to include updating the Fund Control Sheets, prepares funding requests, and trains institution staff on how to enter data into the Fund Control Sheets
- Researches and prepares a variety of financial reports on a weekly, monthly, or quarterly basis
- Monitors and projects both institution and complex costs
- Reviews and/or approve requests for purchases and ensures they have been entered into Fund Control
- Reviews and approves vendor payments, travel settlements, and other financial transactions
- Collects and reconciles all institution credit card statements each month and ensures all backup documentation is attached
- Acts as the Business Administrator in their absence to include, but not limited to overseeing accounting and procurement staff, and all financial functions
- Responds to situations and make decisions as needed and performs other duties of the Business Administrator that must be completed until their return
- Reviews reports and data supplied by other departments in order to support decisions necessary to facilitate agency goals and support the Department’s mission
- Attends meetings, training, and seminars or other mandated functions as necessary
- Drives on State business
- Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Budget, Accounting and Fiscal principles
- Principles and practices of Business Administration, budget and fiscal management, and budgetary control
- Statistical analysis and theory
- Report writing techniques
- General office practices and procedures
- Federal and state, General Accounting Office (GAO) and Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) policies and procedures, procurement regulations
- Knowledge of proper maintenance of financial records and preparation of budget reports and other mandated reports

Skill in:
- Verbal and written communication
- Administrative, organization, analytical, research, problem-solving, forecasting, and decision making fundamentals
- Managing multiple areas of expertise with the ability to coordinate the functions, motivate and manage staff to achieve the desired results and accomplish goals
- Developing and maintaining positive interpersonal relationships in the working environment
- Computer equipment and automated accounting systems to maintain the accuracy and integrity of on-line accounting systems

Ability to:
- Identify and draw from resources available to properly answer questions and assist staff and public in problem resolution
- Accurately work with numbers and complete mandated reports in the required formats in a timely manner
- Read, understand, and follow written policies, procedures, and regulations governing the budget and accounting functions related to their assigned responsibilities
- Communicate changes, problems, or methodologies effectively to others with less experience and/or knowledge of the area of responsibilities
- Prioritize and organize work assignments
- Adapt to changing priorities and tasks
- Work in a prison environment

Selective Preference(s):

- Two (2) years of experience in accounting or budgeting positions
- Experience in person computer functions and operation, spreadsheet software, and/or automated computer system use

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation and a drug test.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Enrollment eligibility will become effective after 27 weeks of employment.
