We are seeking an individual who can lead Department staff with the administration and coordination of strategic planning, rule and policy administration and federal funding administration and ensuring compliance with federal and state applicable statutes, rules and regulations and standards of financial accountability to the public, the Legislature, the Governor and customers of the agency. The position consults with internal staff, customers and others and provides support and guidance to executive leadership related to these functions.
The Strategies and Compliance Branch Chief reports to the Special Assistant to the Director and is a member of the Department’s Leadership Team. This position serves as the lead of the Department’s federal funds Coordination and administration, audit, agreements administration, policy and rule administration and Strategic Planning administration. Oversees and coordinates development of the Department’s strategic plans to include administering, and overseeing the Department’s process used to assess, develop, implement and evaluate Department goals, objectives and strategies.
This position advises executive leadership regarding the development, implementation and performance of agency projects and activities to ensure consistency with budgets and compliance and eligibility with state and federal fund regulations, statutes, and other applicable policies and advises on funding flexibility to maximize financial agility. Serves as lead on strategic, operational and implementation plan development, and business planning and monitoring. This position serves as the Department’s lead on state and federal regulations, guidelines and policies and assesses proposed updates to existing federal regulations, as well as new regulations, to determine potential impacts to Department programs. The position oversees administration of all Department agreements with third parties to ensure compliance with regulations and to ensure Commission priorities are supported and ensures commitments, deliverables, expectations and budgets are defined and monitored to protect the Department.
The position also serves the Federal Aid Coordinator and serves as liaison between USFWS Federal Assistance Region 2 grant management staff as well as overseeing the USFWS Federal Assistance grant development, grant performance, monitoring and reporting, in accordance with federal and Department rules and regulations.
This position supervises and oversees the Department’s rule review/making administration, policy administration and internal and external audit processes. This position may also lead or participate in cross-division Department teams.
This position directly and indirectly supervises 5 employees in the Branch, providing technical guidance and administrative expertise to subordinate staff to include hiring, coaching, mentoring, conducting performance reviews and employee development.
The candidate will have knowledge of/in the Department's organizational structure and Commission process; Business Acumen; Arizona Management System; Cross-enterprise and business strategy (e.g. sales, IT, finance, customer service); State government accounting rules and regulations; State of Arizona accounting system; ARS titles 17, 5, 41, 35 and the Arizona Administrative Code pertaining to AZGFD; wildlife conservation and management principles, Department products, programs and services; budget principles; statistical analysis; customer service standards and satisfaction measurements; hunting and fishing license certification or the ability to learn the requirements and process; wildlife and outdoor recreation customers.
The candidate must have skill in: budget/revenue projection and forecasting; project management; supervision; leadership; coaching; mentoring; delegation; negotiation; facilitation; interpersonal relationships; multitasking. The candidate must have concise and effective oral and written communication skills and the ability to articulate Commission and Department priorities and ability to influence others.
Candidates must be skilled in both oral and written communication, and possess strong document editing and organizational skills. The candidate must be able to keep current with industry trends and best practices.
The ideal candidate must be able to manage priorities and multi-task, produce high standards of work and quality control, access and review budgets, use independent judgment and have strong leadership skills with the ability to collaborate with cross functional teams.
The preferred candidate will have a Bachelor’s degree from an accredited university or college in business discipline or closely related field with at least 3 to 5 years of experience working with budgets and federal funding or in a finance, accounting, or audit environment and at least 3 years of experience managing projects or programs; experience managing wildlife management and conservation programs or projects is preferred.
Must be a current AZGFD employee.
