The Department of Economic Security (DES), Division of Technology Services, is seeking an experienced and highly motivated individual to join our team as a Mainframe File Transfer (MFT) Network Engineer. This position plays a critical role in maintaining and supporting enterprise-level managed file transfer systems that are essential to DES operations. The MFT Network Engineer will work closely with the Enterprise Software Team Lead to ensure the stability, security, and performance of key enterprise software systems. Primary responsibilities include the proactive management and maintenance of Tibco MFT and Global Cape EFT systems, while ensuring all implementations align with industry best practices and comply with applicable state and agency policies.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Configure, maintain, monitor, and update Tibco MFT, Globalscape EFT, and other enterprise software systems as required.
• Troubleshoot and resolve issues related to managed file transfer and enterprise software environments, including database connectivity, configuration errors, and user-reported incidents or service requests.
• Provide advanced support to Tier 2 technicians, developers, and production support teams by assisting with issue resolution and developing documentation for proposed solutions.
• Monitor and maintain existing MFT services, including daily log and event viewer analysis, incident identification, incident reporting, and investigation of suspicious or anomalous activity.
• Develop and maintain technical documentation, including process guides, runbooks, and operational procedures. Participate in team meetings to review, update, and streamline documentation and workflows.
• Implement infrastructure and service changes in alignment with best practices, existing security policies, and organizational standards.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Managed file transfer software, other enterprise software, and in-house developed applications utilized in the enterprise.
• Various infrastructure technologies and in-house developed applications utilized in the enterprise.
• Installing and repairing of PC hardware and Software.
• Knowledge in evaluating and testing of emerging technologies.

Skill in:
• Advanced troubleshooting skills
• Ability to analyze existing services and identify areas for improvement
• Proficiency in analyzing performance trends and recommending necessary adjustments
• Strong customer service orientation
• Excellent interpersonal, written, and oral communication skills
• Experience developing and writing clear, technical documentation

Ability to:
• Ability to balance, prioritize, and organize multiple tasks effectively
• Strong collaboration skills; able to work across teams and organizational boundaries
• Skilled at synthesizing feedback and adjusting plans or strategies accordingly
• Proven ability to build and maintain strong relationships both internally and externally
• Expertise in advanced server design, maintenance, and repair

Selective Preference(s):

• Bachelor's Degree or 5 or more years of experience in identity systems administration (or equivalent experience). 3 or more years’ experience supporting managed file transfer software (Tibco MFT and/or GlobalScape EFT)

Pre-Employment Requirements:

• This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.

• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

• Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

• Employees may be required to use their personal vehicle for work-related travel. A valid Arizona driver’s license, current vehicle registration, and proof of motor vehicle insurance are required. Mileage will be reimbursed in accordance with agency policy.

• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
