The Arizona Department of Gaming (ADG) regulates tribal gaming, event wagering, fantasy sports, horse racing and pari-mutuel/simulcast wagering, and unarmed combat sports; investigates illegal off-reservation activities; and provides and supports prevention, education, and treatment programs for people and families affected by problem gambling through its Division of Problem Gambling (DPG).

Job Summary:

Supervises Special Agents (sworn and non-sworn) and Financial Investigators within the Certification & Licensing Unit, assigning and managing new and renewal investigations. Tracks daily activities of unit personnel and provides support on complex cases. Handles administrative tasks to uphold Agency policies and procedures. Reviews all investigative reports, authorizing or denying State Certification, Recommendation, or Licensure for applicants. Supports the Unit Manager and Assistant Director with special projects and sensitive investigations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Supervises Special Agents (sworn and non-sworn) and Financial Investigators within the Certification & Licensing Unit. Directs Special Agents and Financial Investigators through assignment, review, and evaluation of work. Resolves matters related to work procedures and policy discrepancies, develops work procedure manuals, and recommends process improvements to ensure superior service delivery to both internal and external departmental stakeholders. Monitors daily operations, offering guidance on complex cases. Performs administrative duties to ensure compliance with Agency policies and procedures. Reviews investigative reports thoroughly, making approval or denial decisions for State Certification, Recommendation, or Licensure. Supports the Unit Manager and Assistant Director on special projects and sensitive investigations, ensuring compliance with the Tribal/State Gaming Compact and Event Wagering and Fantasy Sports regulations.

• Maintains professional relationships with colleagues, staff, casino and Tribal government personnel, Event Wagering Facility employees, law enforcement agencies, and regulatory bodies. Offers investigative assistance to Tribal Gaming Offices.

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Arizona Tribal-State Gaming Compact sections and Appendices.

• Arizona Revised Statutes, including Title 5 and Title 13.

• Comprehensive knowledge of the Indian Gaming law including I.G.R.A.

• Effective supervision practices.

• Evidential procedures.

• Event Wagering and Fantasy Sports standards and methods.

• Proper procedures in obtaining criminal history records information through D.P.S., F.B.I. and A.C.J.I.S.

• Confidentiality.

• Native American cultural awareness and sensitivities.

• Microsoft Office and the G-Suite/Workplace.

Skills:

• Good computer skills, excellent writing and communication skills to effectively supervise the Unit staff.

• Gathering of facts and information. Organizing, analyzing, and comprehending. Logical interpretations necessary to perform administrative and management duties.

• Independently plan, evaluate, organize, and prioritize work in relation to importance.

• Monitoring and reviewing the processing of applications for Tribal Gaming licensing, State Certifications and Event Wagering and Fantasy Sports licensing.

• Ensuring proper investigation of all applicants required to obtain a tribal license, state certification, or event wagering/fantasy sports license.

• Set goals for the Unit and for employee improvement.

• Provide guidance and expertise to Unit Special Agents, Financial Investigators, and Tribal Gaming Office staff in securing the reporting of factual data and records.

• Confers and cooperates with Special Agents, Officials, representatives of various law enforcement agencies, judicial and tribal agencies both nationally and locally.

Selective Preference(s):

• Minimum 3 years supervisory experience; preferred experience in Gaming.

• Prefer bachelor's degree in Criminal Justice or related fields.

Pre-Employment Requirements:

• Valid AZ Drivers License.
