The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The primary purpose is to serve as an Assistant Chief of Training of the fire training programs. Works with military drill status guardsmen, technicians, and/or state employees. Responsible for organizing, training, and directing the training programs per DoD I 6055.6. Assesses the applicability of current program objectives and recommends changes when necessary. Responsible for planning a comprehensive program of on-the-job and proficiency training for all fire protection personnel. Assigns, directs, and reviews the work of other employees who assist in carrying out program activities. Observes training being conducted by other instructors to ensure compliance. Oversee the development of lesson plans for recurring proficiency training utilizing methods following established guidelines of the international Fire Service Training Association (IFSTA). Ensures the maintenance of reference materials Manages the Career Development Course program. Required training includes chemical and physical properties of fire, combustible and explosive properties of volatile fluids and gases, and appropriate firefighting techniques; operation and maintenance of firefighting apparatus; use and maintenance of specialized powered and non-powered forcible entry tools and rescue equipment; extinguishing agents, their values and uses; firefighting techniques associated with explosives and nuclear weapons; hydraulics; structural and aircraft firefighting; rescue techniques and procedures; live fire drills; structural fire exercises, etc., and other subjects required to maintain a competent level of firefighting skills and knowledge. Prepares monthly, quarterly, semiannual, and annual training schedules for approval Performs development and revision of training material Coordinates with the Fire Chief and other assistant chiefs and makes modifications to program methods and approaches Conducts recurring proficiency training in each functional area of fire protection Conducts live (announced) crash fire training and structural exercises. Conducts unannounced structural and crash rescue exercises in coordination with the Fire Chief. Evaluates the performance and proficiency of all personnel during training sessions and actual emergencies. Responsible for correcting deficiencies found in operational procedures or techniques through follow-up training. Authorized to make Company Level decisions concerning assignment of personnel on shifts, operations at emergency scenes, ongoing safety protocols and quality controls Sets priority of shift work projects and authorizes emergency use of overtime. The Assistant Chief of Training may serve as the Senior Fire Officer in his/her absence.

Job Duties:

Responsibilities include:
• Implement training program in coordination with department leadership. Shall develop training plans for the crew to perform and ensure that all required documentation is completed.
• Perform building fire prevention inspections to include fire department facility for deficiencies. Recommend corrective action IAW the fire codes and document findings, report this information to the Assistant Fire Chief of Prevention who will be responsible for compiling of the deficiency reports. Perform fire prevention/education training to other personnel on the Installation and the general public as assigned.
• Participate in and supervise crews in the performance of minimum company standards or other collective training. Shall supervise the performance of the crew chief in the critique and Improvement recommendations for such training and make corrections as necessary.
• Participate In and monitor performance of physical training conducted by all personnel to ensure they remain physically fit to perform the rigorous tasks associated with firefighting. Supervise personnel efforts for the following areas: hose testing, hydrant testing, fire extinguisher inspections. fire alarm/fire suppression inspection and testing, pre-fire plans, or employee evacuation plans/fire drills. Shall be responsible for the daily written reports, and all other daily documentation as assigned.
• Create and monitor building storage lists for hazardous materials including review of material safety data sheets to determine NFPA 704 hazardous category level for emergency response.
• Respond to structural fires, wild land fires, hazardous material incidents, emergency medical calls, alarm system signals or other emergency Incidents Shall review the size-up provided by the crew chief and make the decisions for strategy and tactics involved with the incident Shall be responsible for coordinating with dispatch for the activation of mutual aid resources If necessary.
• Supervise and participate in facility inspections, Installation employee fire extinguisher training. Installation employee fire safety training, or other specialized functions as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• All assigned fire department apparatus and equipment
• Fire fighting for structural and crash responses to include tactics and strategy
• Hazardous material incidents to the operations level
• Aircraft construction features to include batteries, switches, fuel tanks, escape hatches, seat mechanisms, armament locations, etc
• Practices, principles and methods in directing firefighting crews to combat fires involving aircraft, structures, equipment, facilities, fuel, chemicals, and explosives
• Use of different firefighting chemicals such as halon, foam, cos, dry powders, etc.
• Practices, principles and methods m directing activities of a fire vehicle and its crew during routine standbys and emergencies
• Practices, principles and methods of emergency medical care including legal responsibilities and local protocols for providing said services
• The international Fire Code and National Fire Protection Association Standards for plan reviews and fire/arson investigation
• Practices, principles and methods of fire department supervision and management


Skilled in:
• Directing the activities of a fire vehicle and its crew during routine standbys and emergencies
• Acting as Incident Commander during emergencies
• Fire department administration and supervision
• Specialized skills also include experience as a member of an organized military or other governmental fire department in controlling and extinguishing fires; rescue operations; detection, reduction, or elimination of potential fire hazards
• Operation of fire communications equipment; controlling hazardous materials incidents; developing, implementing, or providing training in fire protection and prevention
• Effective verbal and written communication skills
• Effective interpersonal techniques
• Intermediate computer software. Microsoft, e-mail, etc.
• Effective supervisor and management Presentations, and public speaking abilities.

Ability to:
• Make sound decisions and maintain composure during high stress emergency situations
• Drive/operate crash vehicles and other emergency equipment/apparatus of significant complexity

• Function physically and mentally while in extreme physical danger (requires possession of emotional and mental stability in stressful situations)
• Compose thorough administrative and incident reports
• Provides fire protection for buildings, shops, warehouses, fuel and explosive storage areas, and a variety of other structures and facilities
• Perform pre-fire planning by physically going through structures to become familiar with the layout, nature, and location of particular hazards and the location of fixed protection systems
• Control and extinguish fires, operate hose lines, make forced entries, ventilate structures, perform or assist in rescue operations including administering first aid to injured victims and perform salvage and overhaul operations
• Provide effective training, guidance and supervision to subordinate staff
• Effectively Instruct educational and training courses
• Combat fires or rescue personnel where conditions create very difficult and dangerous situations

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Candidate should possess a minimum of 5 years’ experience as a Fire Officer and have experience working With State and Federal Military Commands; including Aviation Units Facility Management Officials and other DoD civilian authorities.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Must comply with pre-placement and annual firefighter physical in accordance with NFPA standard.
• The following are required upon placement into position: Fire fighter I and II, HAZMAT Awareness and Operations, Apparatus Driver-Operator for Pumper, Fire Officer l, II, & Ill , Fire Instructor I, II & Ill , Fire Inspector I and II , HAZMAT Incident Commander, Arizona or National Registry certification for EMR, and Emergency Vehicle Certifications that are recognized by one of the following: Department of Defense, the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications(PROBOARD). The following certifications are required upon placement into position: Airport Firefighter (ARFF), Driver/Operator ARFF, Pumper and Mobile Water Supply.
