EMERGENCY SERVICES MANAGER

The Emergency Support Function (ESF) and Recovery Support Function (RSF) Coordinator manages critical response partnerships throughout the state, Southwestern Region (FEMA Region IX) in support of the Operations Section of the DEMA-EM. Confers with the Operations Assistant Director, Response Branch Manager and Logistics Branch Manager regarding mission priorities and informs Response Branch Manager of program accomplishments.
Responsible for administration and management of the DEMA Emergency Management DEMA-EM Duty Officer Program and serves as Duty Officer.
The ESF/RSF Coordinator also provides technical assistance on response preparedness activities to our county and tribal partners when called upon.
Supervises 9 Response Reservists and all management activities associated.
Personally prepares for anytime (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and / or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.
Responsibilities include:
• Manage critical emergency response and recovery partnerships with federal, state, local and tribal agencies, emergency managers, and emergency responders throughout Arizona and FEMA Region IX. Enhance emergency support function and response, resource coordination and recovery from State of Arizona government agencies, boards, commissions, to the State Emergency Operations Center.
• Serves as supervisor for 9 Response Reservists (Part-Time) positions including staffing management, AZ360 management and other activities in support of those staff. Maintains availability status of reserve staff for in and out of state deployments. Engages Reserve Staff on a regular basis to ensure training and information flow occurs to maintain mission readiness.
• Manage the DEMA-EM Duty Officer Program for the response and recovery needs to all hazard support and coordination requests. Ensure information sharing for timely and accurate Common Operating Picture. Provides quarterly updates and training to all Duty Officers to ensure they are up to date on most current procedures and policies.
• Ensure coordination and common operating picture between emergency management and emergency operations centers, incident command, Incident Management Team, and policy related support and coordination. Confer with internal upper management regarding priorities and accomplishments
• ESF/RSF Coordinator for the activation of the SEOC and / or Joint Field Office during disasters or exercises.

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preferred candidates possess FEMA/EMI or other courses pertaining to Emergency Management and/or FEMA Advanced Professional Development Series and/or previous professional experience in Emergency Operations Centers, Tactical Operations Centers, Joint Operations Centers, or other emergency operations environments. Other preferred items include the FEMA ICS 300, ICS 400 and FEMA 2300.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• An individual is required to complete a criminal history investigation
• Must have 3 years of EOC or Emergency Management experience
• The following FEMA courses are required: ICS 100, ICS 200, IS 700, IS 800 and IS 2200.
• The following certifications/qualifications are required within 12 months of hire date: Emergency Management Assistance Compact (EMAC) A-Team certification, the FEMA Professional Development Series Training courses, AQS Liaison Officer Credential (Gold Card), FEMA ICS 300, FEMA ICS 400, and FEMA 2300.
