Program Specialist to provide support to ALTCS PAS Assessors statewide to include both pre and post determination quality assurance reviews, policy development, training opportunities, provide expert level knowledge/experience, and contribute to lean initiatives. PAS Program Specialist must meet the same minimum requirements as stated in rule for a PAS Assessor.

Major duties and responsibilities include but are not limited to:
• Perform quality assurance (QA) reviews and analysis on completed PAS. Provide constructive feedback to employees and managers. Analyze and interpret rules, regulations, and policy as it relates to Medicaid and ALTCS medical eligibility.
• Enter QA findings in Employee Metrics to notify assessors and managers of outcomes. Respond to challenges of QA review findings and general questions in relation to QA findings and provides consultative services in relation to the quality review of case files.
• Assist in designing, developing, and enhancing ALTCS medical eligibility training for both policy and computer system operation for new hires, refresher and targeted training.
• Participate in unit meetings fostering teamwork and collaborative efforts. Provides continual internal and external customer service in support of agency and division mission and values. Participate and champion AMS activities (i.e. Gemba, huddle boards, collaborative groups, SWP) within the unit and division.
• Identify error trends, training needs and suggest policy manual updates in an effort to improve the quality of eligibility determinations. Provides support and direction based on research, analysis, and interpretation of program rules and regulations. Conduct PAS assessment when needed.

• AHCCCS Federal, State, and agency rules, policies and procedures on ALTCS eligibility, primarily medical eligibility

AZ Drivers License
Minimum: One year experience as a PAS Assessor or equivalent OR four years of experience providing social service case management that included individual planning and delivery of health care services.
Preferred: One to two years experience in Medicaid rules, PAS Assessor, Medical case management with the elderly, physically disabled or developmentally disabled populations.
