The Department of Economic Security, Division of Technology Services (DTS) is seeking an experienced and highly motivated individual to join our information technology (IT) team as a Applications Development Supervisor. The Applications Development Supervisor serves as the product manager (SAFe Agile Specialist) for applications developed in Salesforce, MuleSoft, .NET and other enterprise grade projects under in support of the Digital Transformation Office (DTO) . Additionally, this position acts as Scrum Master for the development team and follows Agile Methodologies including Sprint Ceremonies. The Applications Development Supervisor is also responsible for ensuring that there are no roadblocks, and that the Sprint commitments are met by staff. Ensures compliance to department's policies and procedures.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include, but are not limited to:

  • Work with customers and IT staff to ensure thorough analysis is performed, high quality is produced
  • Provide leadership, direction to development staff defining and establishing schedules, setting priorities and providing support / direction
  • Facilitate daily stand ups and Sprint Ceremonies and Scrum Master for staff and business partners 
  • Train staff on SAFe. Manage multiple middle to large- sized projects, including some complex projects
  • Facilitates Divisional mission, goals, tasks and staffing requirements, Identify staffing needs and allocation 
  • Train staff on operational procedures and troubleshooting techniques, schedules, approves leave and monitor's staff
  • Conducts employee evaluations, disciplines staff and is responsible for documentation of applications to ensure they are up to date 
  • At times, may participate in the hiring process
  • Develops methods to monitor tasks and staff progress and takes corrective action if necessary 
  • Prepares management reports of metrics and results, follows defined and agreed upon Product Management and Agile Methodologies 
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Product Management and Agile Methodology.
  • Product Management planning, work-plans, and development efforts.
  • IT testing processes and IT audit procedures.
  • Service offerings, customer service principles and processes, back-office server applications, desktop applications, web-based applications, client/server applications, computer/networking hardware, standard operating systems, common third-party software applications, internally developed custom applications, application integrations, networking protocols, and any other computer-related technologies.

Skills In:

  • Management of professional personnel in support of development projects.
  • Balancing the management of multiple responsibilities.
  • Planning, coordinating, and organizing activities that involve multiple internal and external entities.
  • Administering and using project management software tools and programs, using process management software tools, and using software testing tools.
  • SAFe practice, preparing work plans, flowcharts, decision table matrices, procedures.

Ability to:

  • Take initiative, and work concurrently on multiple projects while remaining customer service focused.
  • Communicate effectively with individuals at all organizational levels, build relationships, and influence other functional areas.
  • Partner with program divisions leading a high degree of customer satisfaction through IT support services.
  • Analyze, evaluate and draw logical conclusions as they relate to business problems and technical solutions.
  • Design effective data processing systems, develop programs, Author design documents, and prepare a
    variety of reports

 

Selective Preference(s):

The ideal candidate for this position will have:

  • Bachelor's Degree plus 3 or more year's of experience in related discipline (or equivalent experience)
  • PMP or ITIL certification with over three (3) years of product/project management experience; planning, design, development and implementation of small to large size IT applications
  • Development and management of business requirements, various testing and problem tracking tools, change control processes, quality assurance, and work plan management for IT projects.
Pre-Employment Requirements:
  • Bachelor’s degree plus 3 or more years of experience in related discipline (or equivalent experience)
  • Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
