Work Hours: Monday through Friday 7:00am – 3:30pm with the potential to work 4/10’s after training is completed.

Job Summary:

This position is responsible for performing work, primarily in the area of vehicle disposal management. Also performs auditing, fleet asset management, fleet productivity analysis, measurements/metrics/models and completes projects designed to advance continuing improvements in the efficiency and cost effectiveness of the ADOT Mobile Fleet and ADOT Fleet Management Operations. Provide oversight of laborers and is regularly required to work outside in the elements. May be required to travel in-state, out-of-state and overnight.

Job Duties:

Oversees the ADOT vehicle auction and reissue programs. Responsible for ensuring auction vehicles are prepped and ready for auction. Creates and monitors on-line auctions, interfaces with auction customers, manages and maintains auction yard, processes auction payments. Delivers auction vehicles to customers and receives vehicles being turned in for surplus. Provide oversight of laborers and will work outside in the elements at times.

Develops and writes technical equipment specifications and assists in the procurement of vehicles, equipment. Travel in-state, out-of-state, and overnight required. Responsible for Vehicle Disposition Record (VDR) log processing and the annual inventory coordinator. Will act as backup for the deployment of fuel card notifications, decals/key tags and spare key controller.

Responsible for the timely production of critical and routine fleet management information findings and recommendations to customer departments and prepares same to senior management. Ensures fleet information management system data integrity. Routinely interfaces with all levels of Equipment Services Management and other Agency business units.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Principles and practices of efficient and economical fleet management and operations.
• Operation and maintenance requirements of automotive and construction equipment.
• Principles and applications of statistical methods, forms, and analyses.
• Methods, materials, tools, and standard practices of the automotive and construction equipment trade.
• Laws, ordinances, rules, regulations, and other requirements covering the operation and maintenance of automotive and construction equipment including but not limited to: Federal DOT Regulations, FMVSS108, OSHA, CDL, ARS, Environmental, Alternative Fuel and applicable Codes of Federal Regulations.
• Fleet management computer applications.
• State Government business processes.
• Public relations.

Skill in:
• High degree of proficiency in modern computer hardware and software programs.
• Employ a high level of skill and mastery in Microsoft and Google Workspace.
• Establishing and maintaining effective working relationships with all levels of employees, elected officials, and general public.
• Speak and write effectively and concisely. Writing must be grammatically correct and easily understood.
• Verbal competency in conferences, discussions, presentations and meetings is required. Reading and comprehension skills are imperative.
• Perform complex analytical and technical analysis.

Ability to:
• Perform a broad range of technical analysis and effective communication with staff members and with people of varied technical experience.
• Make independent investigations and exercise analytical judgment in recommending changes in complex factors affecting fleet operations.
• Make mathematical calculations of average to high complexity.
• Work cooperatively with other State employees, industry representatives, and the public.
• Interpret and make decisions in accordance with Occupational Safety and Health Administration and Environmental Protection Agency rules and regulations, Agency Policy and Arizona Procurement Codes as they apply to automotive, heavy duty truck/trailers and construction equipment.
• Work safely, travel in-state/out-of-state and overnight.

Selective Preference(s):

Five years of experience in analytical fleet business applications, fleet replacement models and utilization, public fleet management, cost control management, capital budgeting and/or policy writing.
Fleet Focus database management experience is highly desirable.

Pre-Employment Requirements:

Will have Forklift certification or the ability to obtain certification within the 6th month of employment.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
