Under general supervision, the position primarily serves as the unit's team lead in the areas of contract administration and helping facilitate the unit's delivery of quality services through team building and process improvements. Leads special projects on behalf of the Contracts Unit to include division-wide projects being implemented. The position ensures the unit's consistent compliance with contract/grant related federal and state requirements, as well as ADES and division policies and procedures.

Utilizes proactive and reactive methods to achieve required results. Verifies contract documentation is efficiently and effectively initiated, processed, maintained/archived. Facilitates the on-going maintenance of DAAS contract related procedures. Provides training and technical assistance to division and contractor staff. Participates in select virtual or on-site monitoring efforts throughout the State. Facilitates professional and effective communications with division and agency staff and division Contractors. Attends required meetings and trainings. On a limited basis, may administer contracts on behalf of the unit in times of business need. In-state travel is required.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential duties and responsibilities include but are not limited to:

  • Work with Contract Management Specialists (CMSs) in the unit to ensure contract/grant administration documents are initiated, processed, maintained, archived, & tracked as required. Assist CMS with contract/grant questions and support staff in day-to-day tasks. May assist in administering contracts/grants on behalf of Division in times of business need, (e.g. staff being out of the office or attrition).
  • Process contract/grant amendments (e.g. contract extensions, Scope of Work revisions & contract/grant reimbursement ceiling adjustments, etc.). Process invoices. Review contractor budgets and work with fiscal staff to track contractor expenditure patterns. Complete all necessary documents & tasks for newly established contracts/grants. Draft Demands for Assurance/Letters of Concern correspondence as requested.
  • Manage division assigned contracting & grant efforts impacting services statewide. Perform a variety of contract/grant related tasks. Administer contracts/grants in compliance with applicable contracting laws, regulations, policies, and procedures. Initiate and/or review contract/grant documents for completeness. Coordinate with DES Procurement Office & staff in development & execution of contract/grant documents.
  • Coordinate on-site or virtual contractor Contract/Grant Compliance Reviews statewide. Conduct administrative & fiscal components of compliance review. Assist in programmatic component of compliance review. Prepare & distribute monitoring report. Track contractor Corrective Improvement Plan responses & items within report of findings. Work with staff ensuring timely distribution of responses. Update info. in monitoring tracking system.
  • Conduct desk monitoring of contracts/grants, including ensuring contract/grant compliance with federal & state laws & regulations and Department policies & procedures. Review for acceptability of fiscal & programmatic reports, insurance & audit documents & fingerprint & central registry. Complete annual risk assessment & evaluation for each contract/grant agreement, including sub-recipient information and fact sheets.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal laws and regulations and State statutes pertaining to procurement and contract/grant administration.
  • State procurement code and State Procurement Office Technical Bulletins; DES, Division and Unit contract policies and procedures; Arizona Management System, DES Request for Proposal process, Uniform and Special Terms and Conditions; and Division fund source requirements.
  • Current DES procurement requirements and systems associated with the development and administration of various types of contracts and contract components.
  • General contracting for human services, fundamentals of budget development and expenditure control, and Programs supported by assigned contracts/grants.
  • DES, DAAS, and FBO policies and procedures.

Skill in:

  • Analyzing and evaluating aggregate data, financial information, workflows and processes
  • Planning and managing projects to meet established priorities and timelines
  • Providing effective technical training directly to audiences with varying knowledge bases
  • Prioritizing workload, problem identifications and resolution, and time-management
  • Establishing and building professional business relationships with co-workers and contractor staff

Ability to:

  • Write clear, concise, and accurate reports.
  • Effectively, efficiently, and concurrently plan and manage multiple and varied tasks and projects in a fast-paced, time-sensitive work environment to meet established priorities and time frames.

Selective Preference(s):

The ideal candidate for this position will have:

  • Bachelor's degree in business or public administration, management, finance, or other related field AND 1 year of contract management experience which includes preparing professional level documents and analyzing numerical/financial data; OR
  • 3 years of contract management experience which includes preparing professional level documents and analyzing numerical/financial data.

  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Be subject to a search of Child Protective Services Central Registry and the Adult Protective Services Registry pursuant to A.R.S. 46-459.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
