CON & RATES SECTION CHIEF (PM) REMOTE OPTIONS, PHOENIX
This position will report to the Bureau Chief or Deputy Bureau Chief, and is responsible for overseeing the management of the Arizona Ambulance Services Certificate of Necessity Licensing (CON) and rates program: The position will be responsible for the oversight of ambulance provider certification licensing, recertification, response time compliance, the establishment of general public rates, charges, contracts, and performance improvement initiatives. The role will serve as a resource for all administrative/lead staff, and oversee the work of direct reports for accuracy and compliance with applicable statutes, laws, and rules. The position will be a subject matter expert on statutes and rules, and will be expected to provide technical assistance and guidance to EMS providers.
CON & RATES MANAGER - (HPM 3) PHOENIX
The Ambulance Service Certificate of Necessity and Rates Manager oversees the licensing of over 102 ground ambulance services which operate over 1,000 ambulances across Arizona. The manager is responsible for the oversight of processes associated with granting licenses, setting ambulance response times, area coverage, contract reviews, setting rates charged to patients, auditing financial statements, ambulance revenue and cost reporting, process improvement and corrective action plans. This position is responsible for many complex administrative functions including the interpretation and application of Arizona Revised Statutes; Administrative Rules, ADHS policies and procedures. Conducts the reconciliation of reports and financial data used for accounting and auditing analysis including correcting errors. Develops work processes and coordinates program activities with other public health offices and stakeholder groups. Assigns work to staff, tracks progress; assures timely completion of all projects, reviews reports and staff recommendations; assists in projects of unusual difficulty, works with agency heads and their representatives to establish goals and objectives for proposed projects and presents findings and recommendations of various studies. This position conducts and/or attends meetings and conferences related to CON & Rates, and other subjects related to the EMS and Trauma System; Acts as a liaison with Attorney General representatives to include but not limited to hearings and correspondence that may have legal implications, monitors compliance with Decisions and Orders issued by the Director, Provides consultation/training to internal as well as external stakeholders.
