A position in the Corporation Commission’s Legal Division is one of the most interesting, unique, and challenging law jobs in state government. Known as the “fourth branch of Arizona government”, the Commission holds an unparalleled combination of legislative, executive, and judicial powers within a single body. As an attorney, you will represent the Utilities Division in the regulation of public utilities across Arizona which impact millions of citizens across the state.

Responsibilities include reviewing applications from utilities regarding service and rate issues, conducting research, drafting pleadings, and interacting with outside counsel. You will review and analyze financial, engineering, and accounting issues related to public utilities; present evidence at administrative hearings, including direct and cross-examination of lay and expert witnesses; and represent the Commission in trial court litigation, and draft and argue appeals. You will counsel agency staff and five elected Commissioners regarding utility ratemaking policies, rules, and regulations, in addition to the legal impact of Commission decisions. Our attorneys manage their own cases from inception to completion, and for larger matters, work on teams of attorneys. You are expected to play an active role in your files and utilize a diverse set of legal skills.

- Juris Doctor and active membership (in good standing) of the Arizona State Bar
- Significant knowledge of Arizona and federal Constitutional provisions, statutes, case law and regulations regarding utility regulation
-Experience in civil litigation, prosecution, or similar activities involving contested legal proceedings before a tribunal
-Interest in public service
-Knowledge of rules governing litigation, appeals, administrative law, public meetings of a governmental body, and prohibitions on ex parte communication
-Strong legal research and writing skills
-Highly skilled in oral presentation for multiple settings, i.e., trial courts, appellate courts, public meetings
-Sensitivity to political issues arising in interacting with elected officials, as well as with outside interests (including stakeholders and the press)
- Experience in federal and/or state regulatory programs
- Ability to develop and maintain positive interpersonal relationships within the Division and with staff at all levels
- Analytical abilities

Utilities and energy-related experience is a plus.
