Job Summary:

The Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) is looking to fill the Security and Programs Analyst position. This position is responsible for optimizing staff resource utilization, overseeing and leading division initiatives and planning sessions, and supporting the training and development of departmental personnel. Analyzing daily staffing patterns, reviewing staff and inmate programming participation and completion rates, analyzing data and developing division-specific strategies with follow through to implementation, and enhancing training and development programs for Wardens, Deputy Wardens of Operations (DWOPs), and other personnel.

Job Duties:

- Analyzes daily staffing levels to ensure optimal utilization of staff resources
- Identifies discrepancies or inefficiencies in staffing assignments and recommends appropriate adjustments
- Analyzes data and offers guidance on annual audit reports, Operational Review metrics and other processes requiring corrective action plans
- Compiles and evaluates data to prepare correspondence, reports, position papers, and presentations for senior stakeholders, including Deputy Assistant Directors, Assistant Directors, General Counsel, the Deputy Director, the Director, the Governor, and law enforcement agencies
- Develops, implements and provides follow-up on programming and strategic initiatives within the Department
- Conducts intensive reviews of participation and completion rates for programs offered to both staff and inmates within Prison Operations
- Collaborates with relevant stakeholders to address any challenges or gaps identified in programming effectiveness
- Assists in the design, implementation, and evaluation of training programs for Wardens, DWOPs, and other departmental personnel
- Provides coaching and support to enhance the performance and professional development of staff members
- Develops and proposes metrics to measure the effectiveness of training initiatives and track progress
- Attends meetings and provides support for the Deputy Assistant Director, including weekly Operations Administrator meetings, monthly warden meetings, and strategic planning meetings
- Direct supervision of at least one subordinate
- Drive on State business
- Perform other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- ADOA Personnel Rules and ADCRR policies and procedures and best practices in correctional security and programming
- ACIS, ACJIS, GAR, QIs reports, operational review metrics
- Protective custody protocols and modern correctional management and security practices
- Inmate classification systems and security levels
- Strategic planning and development practices
- Comprehensive understanding of correctional management principles outlined in United States and Arizona Revised Statutes

Skill in:
- Strong analytical skills with the ability to interpret data and make data-driven recommendations
- Excellent communication, writing, and interpersonal with the ability to work effectively with diverse stakeholders
- Demonstrated ability to provide training, coaching, and development support to personnel at various levels within an organization
- Proficiency in conducting research, compiling, evaluating, and analyzing data
- Strong time management and organizational proficiencies
- Competence in facilitating effective brainstorming sessions, developing problem-solving methodologies, followed with implementation and evaluation of methodologies

Ability to:
- Synthesize and present information to bolster project and agency objectives
- Strong time management and organizational abilities to efficiently handle multiple tasks and meet deadlines
- Demonstrated proficiency in decision-making and problem-solving techniques, ensuring effective resolution of challenges
- Offering guidance to staff and evaluating their efficiency and effectiveness
- Possesses analytical ability and exercises sound correctional judgment
- Effectively plan, organize, and establish priorities, while adept at working with diverse personalities and situations

Selective Preference(s):

- Previous experience in correctional administration, security analysis, or program evaluation preferred or Business
- Bachelor of Science in Criminal Justice/Corrections, Public Administration, Business Administration, or related field
- Master's degree preferred

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
