DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

This position performs financial and compliance audits as required by Arizona Revised Statute 26-102, Arizona Administrative Code Title 8 and all other federal, state and local laws and regulations pertaining to the expenditure of public funds under the responsibility of the Adjutant General. The position reviews reimbursement applications from sub-recipients to ensure costs meet federal and state guidelines and, upon request, are accompanied with sufficient supporting documentation. The position then addresses any deficiencies, makes the final determination of total eligible costs and develops and distributes final audit reports. The position performs other audits of funds, grants, procurement process and credit card program as required by the agency.

Job Duties:

Responsibilities include:


• EXAMINES & ANALYZES - Identifies purpose and scope methodology of the audit conducted. Utilizes a complex system of methods, procedures, rules and regulations to review and analyze procurement, financial, human resource (HR) and other supporting documentation relating to the expenditure of public funds. This includes the review of invoices, payrolls, contracts, inventories, equipment records, budgets, internal controls and processes and other supporting documents for validity and correctness in accordance with local, state and federal guidelines.
• MAKES DETERMINATIONS & PRODUCES AUDIT REPORTS - Prepares an unbiased and independent report based upon examination and analysis. Illustrates and provides evidence of non-conformities and identifies the standards, rules, regulations or objectives. Outlines positives and opportunities for improvement, to include high-risk areas, or areas that may be compliant but are at risk of eventually not complying or could be improved. Makes findings/recommendations and makes determination of funds owed back to the State or to the applicant.
• CONDUCT ENTRANCE AND EXIT BRIEFINGS - Write and disseminate engagement/acknowledgement/notification letters. Conduct entrance briefing to identify key participants, objectives, type, scope and duration, and what will happen once the audit begins. Organize and conduct exit briefing after the release of the draft audit report; review findings and discuss recommendations and internal controls and processes.
• RESEARCH LOCAL, STATE AND FEDERAL LAWS AND REGULATIONS - Must maintain proficiency and be knowledgeable in all applicable laws and regulations. Attends professional seminars, workshops, meetings and conferences to improve working knowledge and skills.
• COMMUNICATIONS - Communicates with program staff, leadership, management and any sub-recipient staff involved during the audit process.
• CLEARING FINDINGS/IMPLEMENTING RECOMMENDATIONS - Review audit responses for correcting findings and/or instituting recommendations. Review and provide feedback to internal control processes developed as a result of audit findings/recommendations.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Knowledge of; Arizona Administrative Code Title 8 - Emergency and Military Affairs 44 CFR Emergency Management and Assistance, 2 CFR 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and all other applicable OMB Circulars and Code of Federal Regulations (CFRs); Generally Accepted Government Auditing Standards (Yellow Book), Generally Accepted Accounting Principles (GAAP); Cash Management Improvement Act; Catalog of Federal Domestic Assistance; Arizona Procurement Portal, Arizona Procurement Code, Arizona Human Resource Administrative Code, State of Arizona Accounting Manual (SAAM), Arizona Financial Information System (AFIS); Arizona Procurement Portal (APP); directives and technical bulletins; computerized spreadsheets and word applications.

Skilled in:

Selective Preference(s):

Bachelor’s degree in business, Accounting, Audit or Finance. Experience in auditing. Proficient with MS Excel and Word.

Pre-Employment Requirements:

Special Job Requirements:
• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In and out of state travel required.
• Individual is required to pass a criminal background investigation.
