Job Summary:

The Welcome Center Operations Manager is responsible for the 24/7 operations of both the Maricopa and Pima Welcome Centers. This position is responsible for workforce management functions, ensuring required staffing needs are met, and that both centers operate effectively in-order-to provide the highest caliber-of-care to children 0-17 and young adults 18-20 awaiting initial or transitional placement with an out-of-home caregiver.

Job Duties:

- Leads a team focused on forecasting staffing requirements to maintain 24/7 care coordination and case management for children and young adults transitioning through the Welcome Centers. This includes promoting trauma-informed engagement, ensuring adherence to protocols, optimizing resource utilization, and ensuring staffing aligns with processes while driving continuous improvements.

- Fills in as supervisor when there is a gap in coverage

- Analyzes staffing gaps and takes action to obtain coverage. Collaborates with Regional Program Specialists to determine shifts for new hires.

- Serves as a building liaison and the point of contact for the Office of Real Estate, property management, security, law enforcement, vendors, and other providers who require access to the facility. Manages building access and badge requests.

-Serves as Point of contact for ORE and Life Safety, badge system, camera system, and quality control / VPR submissions for contracted vendors (Chef, Beacon & subcontracted Linen Service, Security).

- Serves as liaison with Office of Licensing and Regulation to ensure compliance with life safety and all requirements, when a facility license is issued.

- Serves as the fleet coordinator

- Performs inventory management of all supplies needed to safely operate the Welcome Centers. Purchases needed supplies.

- Partners with the DCS Community Liaison to solicit and gather donations.

- Travel to out-of-county sites and regional offices to perform job duties as needed.

- Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Workforce management principles, concepts, and techniques
- Supervision/management principles and practices
- Inventory management principles, concepts, and techniques
- Utilization of real-time and historical reporting trends to forecast volume and create schedules
- Workforce shrinkage
- Solutions to minimize planned and unplanned workforce shrinkage
- Computer software applications e.g. Microsoft Word, Outlook, PowerPoint, Excel
Skill in:
- Directing and delegating
- Teaching, coaching, and mentoring
- Effective written and verbal communication
- Forecasting volume based on historical reports
- Creating schedules for a 24/7 child care operation based on data, patterns and trends

Pre-Employment Requirements:

Master's or Bachelor's Degree from an accredited college or university

In-state travel is required. Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment. Employees who drive on state business are subject to driver license record check, must maintain acceptable driving record and must complete any required driver training (see Arizona Administrative Code R2-10-207.12). Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration. Mileage may be reimbursed, if applicable.

Must be able to secure and maintain an Arizona Fingerprint Clearance card.

Must be able to secure and maintain clearance from the CPS Central Registry.

Employment is contingent on the selected applicant passing a background investigation.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).
