Job Summary:

This role addresses current and expanding critical operational vulnerabilities within the Traffic Management Group by offering cross-functional support across essential areas of the Traffic Operations Trainer and coordinator trainer of new employees, Traffic Management Event Coordinator/Digital Messaging System. Under Dispatch Management guidance, will be a TOC systems operator. Utilizing (CAD, ERS, CCTV, DMS, radio) to monitor, verify, and disseminate traffic incidents statewide, ensuring timely public and agency notifications. Spanning multiple functions, the specialist ensures operational continuity during times of heightened operational activity. Serves as a backup role in absences, retirements, or departures; preventing
disruptions in key services safeguarding communications during emergencies supporting emergency response efforts. Assisting in the overall efficiency and readiness of the Traffic Management Group. Occasional travel may be necessary for program-related duties.

Job Duties:

Ensures uninterrupted communication and operations within the TOC during staff absences or emergencies. Responsibilities include analyzing real-time
traffic data, managing digital messaging, and coordinating with traffic teams, responders, and agencies. Monitors traffic, identifies incidents, and initiates responses to reduce congestion. Supports TOC, IRU, Wrong Way Detection, Dust Detection, I-10 Truck Parking, and I-17 Flex Lanes.

Backup role, review statewide emergency/non-emergency traffic control plans, Dynamic Message Sign programming, and ERS/AZ511 with statewide work groups. Coordination for unforeseen/last-minute DMS messages, timely updates, provide coverage during staff absences, supports business practices operating procedures, reinforcing operational stability and maintaining the integrity of statewide traffic messaging/communication systems.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE

  • Knowledge of systems and programs related to the assignment, including their structure, purpose, and variations in form (e.g., Cameleon, Flux, Flex).
  • Expertise in Traveler Information Systems (AZ511) and its Event Reporting System (ERS).
  • Familiarity with classroom training methods.
  • Advanced understanding of Google Workspace and Tableau for data analysis and visualization.
  • Proficient in records management practices, rules, and regulations.
  • Knowledge of computer hardware, software, and networking with an emphasis on VPN remote access technologies, relational database structure, SQL scripting, and relational data joining logic.
  • Knowledge of operational analysis, decision-making techniques, and procedural adherence.
  • Experience with Spillman Flex CAD system and advanced technical troubleshooting.

  • Work management and leadership, capable of prioritizing multiple customer requests while maintaining professionalism in high-pressure situations.
  • Exceptional written and verbal communication, including technical reports, standard work documents, and instruction dissemination.
  • Experience in 2-way radio operations and communications with field teams.

  • Certified and authorized through ACJIS (Arizona Criminal Justice Information System) under the Arizona Department of Public Safety.
Pre-Employment Requirements:

-Valid Arizona Driver's License.
-ACJIS Certification through Arizona DPS is required.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
