DEPT OF EMERGENCY AND MILITARY AFFAIRS

.The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Performs a variety of skilled parts supply/procurement activities in support of a full service light/medium/heavy-duty vehicles/equipment maintenance/repair operation in accordance with Arizona State Procurement Laws, Department of Emergency and Military Affairs (DEMA)/Ordnance Operations Department (OOD) Policies/Procedures.

Job Duties:

Responsibilities include:
• Create requisitions in the approved OOD requisition system to purchase, track, receive, issue, and distribute (deliver) needed parts/supplies to meet mission requirements. Receive automotive parts/supplies requests from the Equipment Repair Technician and research to locate required parts/supplies from approved State contract vendors. If applicable, utilize a P-Card to purchase needed parts/supplies and adhere to P-Card usage policies/procedures.

• Follow-up on back ordered parts/supply requisitions. Identify, track and process warranted parts/supply items for reimbursement or exchange from vendors. Assist in the timely turn-in/management of parts cores. Ship and/or mail parts/supplies as needed or directed. Keep a monthly fuel usage log for the different departments on their respective equipment and report this usage monthly to Resource Management. Input monthly WEX fuel card usage onto Resource Management spreadsheet.

• Open/close maintenance work orders in the Asset Works Management System (AWMS). Open, Close, and Post (input) parts/supplies cost data into the AWMS. Assist in reviewing AWMS generated parts/supplies reports to help ensure efficient and cost-effective operations.

• Fill parts/supplies stock orders and stock/replenish supply shelves with line items. Assist in obtaining, tracking and posting chemical Safety Data Sheets as warranted. Load/unload cargo on/off trucks. Operate vehicle/truck lift gates, forklift vehicles, pallet jacks and drum lifts as required.

• Participate in all training programs made available. Attend applicable meetings and classes as required. Maintain applicable training/qualification/certification IAW OOCB procedures within OOD.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Parts research procedures, including use of manufacturers and vendor’s catalogs, cross-reference guides and related parts resources.
• Makes/models and parts information for light/medium/heavy duty vehicle's/equipment.
• Arizona Procurement laws, rules, and procedures.
• Arizona P-Card policies and procedures.
• Vendors for purchases of hard-to-find, unusual, or highly specialized parts and supplies.
• Record keeping and inventory control procedures/practices.
• Parts warehousing and safety procedures.
• Computer programs and applications to post and track parts, inventory and budgets.
• Basic operating principles of mechanical, electrical, and hydraulic systems.
• Basic math to include addition/subtraction, division/multiplication, and percentages.

Skilled in:
• Use of manufacturers/after-market catalogs and cross-reference resources to locate and obtain parts required to complete service/repair of vehicles and equipment.
• Determining parts/supplies needed from the technician's description.
• Checking incoming parts/supplies against requisitions, invoices, packing slips and/or related documents.
• Maintaining inventory control records.
• Operating computer programs to create spreadsheets, documents, and reports.
• Math and measuring devices to determine amounts of materials, OD's (outside diameters), ID's (inside diameters), and specific measurements to procure parts and supplies.
• Communication is used to convey information to acquire correct parts.
• Customer service; understanding the customers’ needs.
Ability to:
• Create and modify processes to purchase parts and supplies and to process requisitions.
• Maintain inventory of parts/supplies to complete routine preventive maintenance on all equipment.
• Purchase stock and non-stock parts and supplies in accordance with Arizona DEMA procurement guidelines and laws, including P-Card purchases.
• Obtain quotes and prepare requisitions for all purchases.
• Enter and retrieve information from the requisition system, AWMS and other work-related software.
• Complete paperwork legibly and enter data into the computer accurately.
• Pick up parts and supplies when necessary.
• Organize, multi-task, follow up and follow direction.
• Obtain and maintain P-Card through the state program

Selective Preference(s):

1 to 3 years previous experience in sales and purchasing, ordering parts, creating logistics tracking procedures, stocking shelves with last in/first out processes maintaining shelf-life continuity. Experience in state procurement procedures

Special Job Requirements:
A valid State of Arizona driver's license. In and out of State travel may be required. Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
