JOB SUMMARY:

The Arizona Public Safety Personnel Retirement System located in Phoenix, Arizona is currently seeking qualified candidates for the position of Application Developer. Under the direction and supervision of the Applications Development Manager, the Application Developer is responsible for the design, development, testing, and rollout of internal systems. Work to resolve and debug any defects in the applications used in a timely manner. The Application Developer will possess considerable working knowledge of multiple programming languages, multiple database management systems, and multiple development platforms including relational databases, SQL and application development in general. Help create technical documentation of all systems. Review, analyze and recommend improvements to existing systems architecture. Helps develop solutions to current and new needs as they arise from the group.

This position is available for remote work on a full-time basis within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Develop and maintain applications for both web and client/server systems.
  • Integrate SaaS, om-prem and cloud-based systems supporting pension members.
  • Operate effectively in an agile development environment.
  • Regularly interact with business stakeholders.
  • Supports production systems; analyzes and resolves production problems in a timely manner; resolves end user service requests as assigned.
  • Analyzes, debugs and resolves defects in applications.
  • Support client/server and web applications for the system and our members when issues arise.
  • Fixes and develops changes to applications to meet functional and technical designs following best practices, development standards and guidelines.
  • Prepares technical documentation on application specifications, working with the QA testers for proper testing of all enterprise applications.
  • Create SQL Scripts for data modification, new/alter tables, stored procedures, functions, triggers that the DBA will execute in production.
  • Performance tunes, reviews and recommends improvements to existing codes.
  • Reviews and recommends improvements to existing architecture.
Knowledge, Skills & Abilities (KSAs):

REQUIRED SKILLS:

  • Java.

  • Application design & system integration.


MINIMUM QUALIFICATIONS (Knowledge, Skills and Abilities):

Knowledge of:

  • Considerable working knowledge of multiple programming languages.
  • Multiple databases management systems and development platforms.
  • Data extraction, structuring & analysis, Complex application configuration & administration.
  • Pension and or financial systems.
  • Cloud based reporting systems, cloud application architecture.
  • Investment analysis.

Skill in:

  • Strong customer service skills.
  • Excellent interpersonal.
  • Written and oral communication skills.

Ability to:

  • Balance, prioritize and organize multiple tasks.
  • Work collaboratively in teams and across organizations.

  • Develop and write technical documents.
  • Quickly learn and develop in new programming languages, API's and platforms.
  • Evaluate and test emerging technologies.
  • Apply creative solutions to business problems to ensure business needs are most effectively met.
Selective Preference(s):
  • Bachelor's degree preferred.
  • 5 or more years of programming and analysis experience (or equivalent experience)
  • AWS Cloud, Python, RPA - UIPath, Artificial Intelligence & LLM integration
Pre-Employment Requirements:

Positions in this classification are required to participate in the Arizona State Retirement System (ASRS). Please note that enrollment eligibility becomes effective after 27 weeks of employment.
