The Department employs over 600 personnel statewide, occupying six regional offices and headquarters based in Phoenix. The Department owns and operates ten shooting ranges, six fish hatcheries, thirty-eight jurisdictional dams, over thirty-six wildlife area numerous administrative and recreational sites statewide. The Engineer Services Manager is responsible for cultivating necessary structure, proficiency and performance of the Engineering Services section to support the capital development, engineering, construction and facilities maintenance needs of the Department. The Engineering Services Manager provides leadership, guidance and mentoring to engineering staff to promote successful outcomes within the section's programmatic responsibilities, which comprise of Capital Development, Statewide Facilities Repair and Maintenance, AGFD Building Renewal Program, AGFD Dams Operations AGFD Boating Access Projects, and Maintenance Program, Lands and Infrastructure Improvements. The incumbent supervises an HQ facility manager and two professional engineers and establishes programmatic budgets and corresponding assignments for engineering staff, setting priorities and schedules for completion. Under the direction of the Engineering Services Manager engineering staff are authorized to administer independent project management on a variety of complex engineering and construction projects including budget control, contract development (planning and design), construction procurement, construction administration and environmental compliance. The Engineering Services section typically implements $8-10 million in capital, infrastructure and building renewal projects annually.

Included not limited to:

- Determines fiscal objectives for the Engineering Services section; develops programmatic budgets and assigns priorities for the Engineering Services Section; determines staff work assignments and scheduling to achieve established objectives

- Coaches engineering staff in carrying out a variety of tasks; resolves problems and questions regarding project management methods and processes; sets performance goals and evaluates individual staff performance; formulates plans for improvements when necessary

- Review work products and achievements of engineering staff; attend project design and construction administration meetings; acknowledge successes formally and informally and communicate accomplishments to up-line leadership

- Read and comment on technical reports prepared by engineering consultants or technical specialists that relate to Department lands, facilities or infrastructure

- Confer with agency leadership, work unit staff members, outside agency representatives, NGO's and members of the public to provide technical consultation when requested; acts as subject matter expert in Executive Staff and legislative staff meetings on construction project matters;

- Administration of State Trust Fund Grants Engineering Boating Projects (BA, BIG and CVA): grant applications, grant administration, budget development and monitoring, work plans, progress and completion reports;

- Review and comment on Department agreements that require technical engineering review including land acquisitions and rights-of-way, easements, intra-agency grants, boundary surveys, and property exchanges; provide input and sign off on the Environmental Assessment Checklists (EAC's) for all Department projects involving construction activities

- Provide leadership and coordinate activities within the Engineering Services Section in support of the Arizona Management System; advise Engineering staff on process improvements, training, quality and performance improvements, strategic planning and and core process improvements

- Review project contract and construction documents including plans, specifications and schedules

- Other duties as assigned as related to the position

This position requires registration as a professional engineer with the Arizona Board of Technical Registration.

The candidate will have knowledge/skill/ability in:

- Principles and practices of civil engineering as applied to design, construction, maintenance and estimating project costs for capital and infrastructure projects

- Knowledge in field of architecture, mechanical engineering, electrical engineering, geotechnical engineering, landscaping, and material testing

- Knowledge in federal regulations, state statutes, local codes and Department policies

- Knowledge in application of basic survey instruments

- Strong communication skills both oral and written

- Analytical thought to reach sound decisions

- Ability to develop innovative methods to save cost and improve process

- Ability to use standard office equipment and use of AutoCad and project management software

- Project management and planning at the strategic, operational, and implementation levels

- Extensive interpersonal skills including mediation, negotiation, and conflict resolution.

- Analytical skills with the ability to research, evaluate, and recommend resolution

- Ability to develop innovative methods to save costs and improve processes

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended.
Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
