Job Summary:

Under the general supervision of a Captain, a Lieutenant oversees the supervision of Sergeants and all subordinates assigned under their command, has the authority to approve actions and/or resolve administrative issues and functions as a mid-level manager in a defined area of responsibility; plans, organizes and coordinates the daily activities of a designated area of operation to include planning and overseeing the joint detail operations throughout the State, to include authoring operational plans and after action reports, and acts as a representative of the agency by attending various community meetings, committees, and business meetings to promote existing and new programs within the department; is responsible for analyzing data and preparing detailed reports of all operations to the Captain and/or Executive Command Staff, completes annual performance evaluations of supervisor subordinates, reviews and approves reports of supervisory subordinates for accuracy and compliance, delegates' tasks and responsibilities as needed, promotes a transparent working environment and ensures that all areas of operations are functioning properly and efficiently, fiscal responsibility for their designated area, participate in the departmental hiring and promotional process, and may also assist in the development and communication of departmental operating procedures; also acts as a liaison for their subordinates by relaying orders, directives and messages given by Senior Command.

Job Duties:

Directs subordinates ensuring safety of all operational personnel and the general public, promotes enforcement of state and federal laws, rules and regulations. Monitors all activities within the area of responsibility to ensure all goals and objectives are being met. Examine all operations and programs assessing effectiveness. Working closely with our ACVSP partners and Outreach with stakeholders and industry partners.

Manage, coordinate and oversee all activities relating to commercial vehicles including inspections, issuance of oversize/overweight and registration permits, compliance of size/weight laws, and rules and regulations at fixed and mobile weight enforcement facilities. Fiscally responsible for the area. Planning and overseeing of joint detail operations throughout the the State, to include authoring operational plans and after action reports.

Prepares reports and gathers statistical analyses from work products. Plans, coordinates and oversees enforcement details. Reviews, investigates and resolves complaints from either the public or internal sources. Keeps the supervisor informed of progress of investigations. Deploying Mobile Scale trailers to ensure the Department’s annual Vehicle Size and Weight Report metrics are being met.

Daily supervision of CVEU activities around the State and responsible for managing other agency requests for assistance from CVEU squads to address a local CMV issue.

Performs same duties as subordinates on an as needed basis: issuing permits, screening commercial driver/vehicle credentials, weighing commercial vehicles, performing enhanced vehicle identity inspections, registration compliance, commercial vehicle safety inspections and all other duties performed by Enforcement and Compliance Field Enforcement Officers when required.

Interprets Arizona Revised Statutes, ADOT and ECD Policies, Procedures and Federal Regulations. Interpret and enforce all state and federal laws, rules and regulations, policies and procedures to include Arizona Revised Statutes (ARS) Title 13 (Criminal Law), Title 28 (Transportation Law), Arizona Administrative Code Title 17 (Transportation), ECD and ADOT Policies and Procedures.

Inventories and requisitions supplies, office equipment, personnel equipment, warehouse items and accountable forms. Verifies daily remittances and ensures deposits are made in a timely fashion.

Selective Preference(s):

Minimum of 4-years experience as a Sergeant. Bachelor's degree from an accredited college or university in police administration, criminal justice, public administration, or a related field is desirable; additional experience as a law enforcement manager or graduate of the FBI National Academy.

Pre-Employment Requirements:
  • Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification.
  • Weapons certified in accordance with AZ P.O.S.T. standards.
  • Valid Driver License.
  • Commercial Vehicle Safety Alliance (CVSA)Part A and B certification.

As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
