Job Summary:

The position will be the Lead for the Fuel Tax Reporting Unit.Assists the Supervisor, oversee the reporting of fuel taxes from Arizona licensed Suppliers, Restricted Distributors, and International Fuel Tax Agreement (IFTA) Motor Carriers. Oversees the processing of monthly and quarterly tax returns into and out of ServiceArizona, M Carrier and MAX systems, records statistical and financial information for the appropriate allocation of monies to the various city and county jurisdictions. Plans, schedules, assigns, reviews, trains, and evaluate all work activities and assignments for staff; may issue notices of tax assessments; will communicate effectively with external and internal stakeholders; serve as a witness at administrative hearings; write legislative proposals, issues, administrative rules, and policy/procedures.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Directs (and assists when appropriate) staff in the performance of their assignments, including any necessary instruction or training.

Perform desk auditing of detailed schedules of companies' reports, performing analysis, and making recommendations to the supervisor. Reviews tax returns for completeness, computing percentages, fees, taxes, penalties, and interest.

Process assignments regarding current and/or new work activities, proposed legislation, administrative rules, and/or policies and procedures.

Communicates Arizona Revised Statutes, Administrative Rules, and policies and procedures to various stakeholders and unit.

Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Fundamental principles of fuel excise tax and knowledge of the business practices of the fuel industry.
• Knowledge of Title 28, Arizona Revised Statutes.
• State, and ADOT policies, rules, and regulations.
• Automated accounting systems used by the State and ADOT.
• Knowledge of mainframe and PC accounting systems, including advanced spreadsheet functions and databases.
• Knowledge of Google Workspace

Skill:

• Effective, professional oral and written communication.
• Utilizing computer spreadsheets, databases, and other automated tools to complete work tasks efficiently and accurately.
• Reconciling complex accounts. Research and problem-solving skills.
• Organizational skills.

Ability:

• Ability to organize and prioritize.
• Ability to understand and use computers and accounting software for performing complex financial tasks.

Selective Preference(s):

Possess a bachelor's degree and/or 2 years of governmental tax/accounting experience; or completion of at least 12 semester hours of accounting and one year professional-level accounting experience.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
