Job Summary:

This position will provide administration and coordination for the implementation of forest restoration activities on federal lands in Arizona. Work involves overseeing the development, implementation, and administration of Good Neighbor Authority (GNA) projects. The position will coordinate with DFFM District staff, local collaborative groups, and land management organizations to identify, cultivate, and maintain partnership opportunities.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Lead the development and maintenance of GNA agreements by coordinating with federal agencies and DFFM District staff.
• Identify, maintain, and continually update a list of immediate to long-term projects (1-5 years) that contribute to the mission of DFFM by working with DFFM staff.
• Coordinate the preparation, development, and administration of task orders and pre-sale, timber sale, and/or service contracts/agreements in coordination with DFFM District staff and federal agency staff.
• Prepare, review, and/or administer award agreements, procurement documents, invoices, and budgets. Ensure work adheres to guidance, policy, and procedural documents such as the USFS GNA and other Handbooks, NEPA Decision documents, Arizona Procurement Code, state contracts, and other related documents.
• Track, monitor, audit, and maintain a portfolio of GNA projects and their associated information (status, acreage, timeline, funding, expenses, etc.). Document and report GNA performance and financial information to the Good Neighbor Program Manager and other DFFM leadership, federal partners, and external entities.
• Develop and maintain strong working relationships with key federal agency staff/partners. Work closely with DFFM District Foresters to integrate and align Good Neighbor Program work with other District and Area priorities.
• Develop and maintain working relationships with external stakeholders, including collaborative leaders and participants, forest products industry representatives, environmental organization representatives, and Tribes. As available, attend and represent DFFM at forest collaborative and all lands partnership meetings within the district.
• Assist District Staff in assigning responsibilities and priorities as appropriate and provide guidance regarding GNA policies, project coordination, workload, and workflow.
• Participate in trainings as appropriate and necessary.
• Drive on State business

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Methods, procedures, and techniques used in forestry and natural resource management.
• Principles and techniques of accounting, business, finance, law, contracts, purchasing, industrial management, or organization and management.
• Applicable federal laws, regulations, and policies related to federal forest management, including but not limited to the National Environmental Policy Act, the National Forest Management Act, and the Good Neighbor Authority.
• Forest management principles including sale preparation, mensuration, silvicultural, and treatment methods.

Skills in:

• GIS and using ESRI products to create, edit, and utilize spatial data.
• Effective oral and written communication for training, plan, and agreement development.
• Effective time management and organization.
• Assessing forestry project feasibility and practicality of available treatment methods.
• Implementation of forestry and vegetation management projects.
• Interpretation of state and federal laws and policies are used to inform potential activities for implementation in the GNA Program and to assure the coordination of other agency projects and management with state goals and program objectives.


Ability to:

• Write technical reports and budget management/financial document review.
• Use computer applications relevant to forestry activities (Adobe, Google products, ArcGIS Pro, Salesforce, etc.).
• Develop and maintain strong working relationships with internal and external partners.
• Maintain written records, prepare documents and reports.
• Work in office and outdoor settings.
• Communicate verbally and in writing.
• Drive on State business.

Selective Preference(s):

Bachelor of Science Degree in Forestry or related natural resource program. 2-5 years experience in a natural resource field. 2-5 years experience developing and revising contracts and agreements. 2-5 years experience working collaboratively with Federal Agencies.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
