Job Summary:

The purpose of Auditor 3 is to perform the statutory duties of auditing licensees to ensure compliance with the appropriate licensing authority pursuant to ARS §4-205.02. It is responsible for obtaining, analyzing, and preparing financial audit reports that may be presented to an Administrative Law Judge or the State Liquor Board.

This position may be called to testify before the State Liquor Board, Office of Administrative Hearings, or Superior Court regarding the audit performed on a licensed establishment.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Collect and analyze data to detect deficient controls, duplicated effort, extravagance, fraud, or non-compliance with laws, regulations, and management policies

• Develop audit scopes, objectives, and procedures in accordance with generally accepted auditing standards (GAAS) and government audit standards (GAS)

• Inspect account books and accounting systems for efficiency, effectiveness, and use of accepted accounting procedures to record transactions

• Report to management about asset utilization and audit results, and recommend changes in operations and financial activities

• Examines, investigates, and reviews records, reports, financial statements and management practices

• Advises on the requirements, liabilities, and penalties of compliance and non-compliance

• May conduct audits for program economy, efficiency, and effectiveness

• Prepares audit reports, outlines, drafts, and final reports

• May provide testimony at formal or informal hearings

• Prepare detailed reports on audit findings

• Performs highly complex auditing work

• Plans and organizes audit procedures

• Performs statistical sampling of data

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures

• Auditing accounting and auditing methods and systems; of general auditing standards and procedures

• Computer technology principles, terminology, and programming

Skills:

• Communicate effectively and train others

• Accurately analyze and interpret data

Abilities:

• Accurately complete and assemble audit working papers

• Compose clear and concise audit reports

Selective Preference(s):

• Bachelor's degree in accounting or closely related field

Retirement:

• Position will be pension eligible for either PSPRS or ASRS depending on standing as governed by Arizona law and the state's pension board
