Serves as the Deputy Chief Procurement Officer for ADOT Procurement Office. This position oversees a team of approximately 21 individuals comprising three frontline supervisors and their subordinate teams. Directs and administers ADOT’s $400 million procurement operations to support and assist the Chief Procurement Officer in order to meet the Agency’s management and operational needs, through an unlimited delegation of authority from ADOA. Responsible for assisting the Chief Procurement Officer with the procurement and oversight of federally funded projects for local agencies, and may serve as temporary Chief Procurement Officer as needed and appropriate. May be delegated authority to authorize exceptions to the Arizona Procurement Code and approves/disapproves Competition Impracticable, Sole Source and Emergency procurement requests for the agency. Leads a team of procurement professionals in the administration, compliance, guidance, and support of the Agency’s procurement of construction, goods and general services, and professional services subject to the Arizona Procurement Code. Ensures compliance with all Federal, State, and Departmental laws, rules, regulations, policies, and procedures pertinent to the administration of procurement. Establish and maintain positive customer and vendor relations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Administer and oversee ADOT Procurement Operation with decision making authority. Evaluate, hire, and discipline staff as appropriate. Will serve in the capacity of acting CPO with full delegation of authority, attend meetings, and represent ADOT Procurement in the absence of the CPO.
Lead and direct managers and staff in adherence to Arizona Procurement Code and all applicable State and Federal requirements, policies, and procedures. Provide direction to staff on the negotiation and utilization of contracts.
Develop the Procurement Group’s Strategic Plan and initiatives; implement operational plans, policies, procedures, staff assignments, and work standards with a focus on customer service, transparency, communication, and efficiency. Review and evaluate performance of managers and staff in accordance with the process.
Oversee the development of goals, objectives, and strategies to fulfill customer needs and improve operations; ensure the implementation of a work plan initiatives that includes team goals and objectives that align with Agency and Division strategic plans.
Provide advice and counsel to ADOT management on procurement issues; apprise the CPO and other interested parties, on protests and/or other procurement related concerns.

Certified Professional Public Buyer (CCBP) and/or Certified Public Purchasing Officer (CPPO), CPM or any other procurement related professional certification.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
