Job Summary:

Serves as a lead technician, under the general supervision of the Engineer-In-Charge or designated representative, coordinating all activities on highway maintenance projects, including quality control and inspection of landscape, litter, graffiti and sweeping contract activities. Inspects and documents the most complex contract related items and all phases of contract progress. Observes work procedures of contractor to ensure compliance with agency plans and specifications. Resolves issues of conflict with contractors (or escalates through established procedures), initiates change orders and/or force accounts. Schedules and reviews completed work of other employees and provides training.

Job Duties:

Perform inspection, documentation and testing as required for assigned projects.

Consult with contractors, local agencies and citizens to develop alternative solutions to resolve issues and conflict at the lowest level in the field and
prepare recommendations for project management.

Develop work schedules and assign and direct personnel to meet overall expectations related to assignments.

Review technical problems and develop procedures and recommendations for resolution of issues related to assignments.

Review, verify and approve calculations, test results and documentations for assignments.

Review supplemental agreements and financial documents and verify contractor pay quantities and approve for payment.

Prepare project related documentation to ensure conformance with all applicable laws, rules, regulations and standards.

Knowledge, Skills & Abilities (KSAs):

Knowledge in

principles and practices of civil engineering related to the maintenance/construction of state highway road systems; of contract inspection methods, procedures, and techniques; of all highway roadside and roadway features and activities; of work scheduling and management; of all work unit equipment operation, preventative maintenance and repair; of all roadside and roadway materials; of pesticide use and application; of irrigation system hydraulics, of highly technical irrigation computer operation; of payment requirements, of ADOT policies and procedures; of procurement rules; and of environmental stewardship laws and requirements; in Google Platform.

Skill in

supervision and leadership, in work methods utilized along the roadside and roadway, in interpersonal relationships, in 2-way radio communication and
protocol, in reading highway plans and documents,in reviewing technical reports for accuracy, in preparing documents for payment and record keeping, in analyzing roadside and roadway conditions for deficiencies and in testing irrigation equipment and monitoring devices; in analysis and preparation of data, written and verbal communication; in operation of equipment for completion of assigned duties.

Ability to

work under the general supervision of an Engineer-In-Charge or designated representative. To schedule, assign, direct and review the daily work activities of project personnel. To ensure the safe completion of all work assigned. To complete assignments to acceptable standards in a timely manner. To ensure that materials, equipment, and procedures used comply with agency standards. To train and lead others and to observe and critique the roadside and roadway conditions.

Selective Preference(s):

Four years of highway construction or maintenance (operations) experience in inspection and documentation, or a bachelor degree in engineering technology or closely related profession.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
