The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Program Project Specialist 2. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Assists with the completion of all Arizona Health Care Cost Containment System (AHCCCS) and Network deliverables and ensures they are accurate and timely. Updates/drafts policies, procedures, and standard work; research for the purpose of the development of documents, resources, and tools to support the recruitment of Qualified Vendors and to support the Qualified Vendor community to improve their workforce.
• Collaborates with AHCCCS, DDD Health Plans, Divisional entities, and other stakeholders to develop tools and resources for statewide initiatives and deliverables. Reviews & evaluates documents, reports, contracts, and other network related documents submitted to the Division by these entities.
• As assigned, will perform identified assignments in the development of the Network Development and Management Plan, Workforce Development Plan, or Network Development and Recruitment Plan and its identified goals, strategies, evaluations, and monitoring methods.
• As assigned, participates in meetings with AHCCCS, DDD Health Plans, Qualified Vendors, Manage Care Operations, and other internal and external entities that include operational reviews; oversight; orientation sessions; workforce development; provider meetings; statewide supervisors’ meetings; and other meetings as Identified. Review and analyze various informational data to determine network sufficiency statewide related to the provision of professional services, identifies geographical areas of the State requiring network development.
• As indicated, develops, implements, monitors, and evaluates initiatives to increase and maintain an adequate vendor network statewide. This position will include public speaking by presenting information virtually or in person to stakeholders both internal and external to the Division and will be involved in the development of data, documents, and Google Slides for these presentations. As assigned, completes monthly and weekly Metrics, creates documents for the weekly huddles, and maintains a weekly Project Board.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Federal and State Statutes and agency policies and procedures relating to the care and treatment of persons with developmental disabilities.
• Title XIX, Arizona Long Term Care Services.
• Division Policies and Procedures, AHCCCS Policies and Procedures.
• Qualified Vendor Application Process.
• AHCCCS Contract and DDD Health Plans.


Skills In:
• Intermediate or above computer systems use (Google sheets, documents, slides, calendar, chat, jam board, meets, Excel, and Gmail).
• Highly skilled in oral and written communication; experience in public speaking. Conducting needs assessments.
• Perform statistical analysis and create reports; Coordinate and facilitate eligibility interviews as needed.
• Analyze, interpret, evaluate and report trends, Complete extensive research, Strong Interpersonal Communication Skills.


Ability to:
• Work independently with little to no supervision.
• Work on multiple projects at a time.
• Maintain professional boundaries
• Work with diverse groups of people.

Selective Preference(s):

The ideal candidate for this position will have:
• Experience dealing/working with Qualified Vendor Application Process, Arizona Long-Term Care Services (ALTCS), OR AHCCCS Contract and Integrated Health Plans AND Three (3) years’ experience working with individuals with developmental disabilities is desired.
• A bachelor’s degree in social work, education, liberal arts, early childhood, business or related field.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
