The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Manage Voice over IP (VoIP) Systems. Manage LAN hardware. Under the supervision of the Network Control Center (NCC) Manager, this position will assist Senior Network Administrators with configuring devices, monitoring the network, and enabling/disabling services. Position will independently troubleshoot layer 1 networking problems and evaluate, respond, and report all network and VoIP trouble tickets.

Job Duties:

Responsibilities include:
• VoIP Systems - Independently repair, replace, upgrade, program, deploy VoIP phones. Manage configuration of Call Manager. Manage Call Manager servers and storage devices. Document and report changes, issues, and findings to NCC Manager.
• LAN Administration - Independently diagnose Layer 1 network problems. Assist Sr Network Administrators with Layer 2 & Layer 3 network troubleshooting. Work under the supervision of NCC Manager to deploy network component upgrades.
• LAN and VoIP Inventory - Perform hands-on inventory of all LAN and VoIP devices. Inventory process includes but is not limited to labeling, documentation, pictures, detailed notes, and inventory file management. Inventory involves traveling to 20+ locations across Arizona and 140+ communications closets.
• LAN Customer Service - Independently review network and VoIP trouble tickets from end users, help desk, and other departments. Respond to ticket point-of-contacts and gather ancillary information. Consolidate information and elevate to higher level network administrator as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• VoIP System Protocols (SIP, H.323, SCCP)
• VoIP System phone programming
• Call Manager System configuration
• System software, hardware and networking and their integration
• Router, switch, WLC, AP basics
• Ethernet cabling, terminating, deployment

Skilled in:
• Advanced VoIP Systems troubleshooting
• Advanced Layer 1 LAN troubleshooting
• Basic Layer 2 LAN troubleshooting
• Basic Layer 3 LAN troubleshooting
• Basic Server Troubleshooting

Ability to:
• Customer service
• Written and oral communication
• Ability to write technical documentation
• Prioritizes and plans work activities; sets goals and objectives; uses time efficiently; communicates activities and results as appropriate

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. One of the following: CCNA, Network+, Bachelor’s Degree in Networking, one year experience in networking.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• One year minimum experience in Information Technology. DoD 8750 IAT II compliant certification or ability to obtain certification within 6 months of filling position.
