Job Summary:

This position is a key member of the Assured Water Supply team, working in a fast-paced, team-oriented environment. The primary responsibility is processing applications for assured and adequate water supply determinations.

The role analyzes applications for consistency with regulatory and technical criteria and ensures accuracy throughout the review process. Additional duties include reviewing program-related annual reports and coordinating large-scale, multi-disciplinary projects that span multiple water resource management program areas.

The position requires timely and accurate processing of complex data and a strong working knowledge of departmental policies and procedures, as well as the Arizona Administrative Code and Arizona Revised Statutes governing assured and adequate water supply in Arizona.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. A minimum of two days on-site at the ADWR office per week is required.

Job Duties:

Reviews and processes applications for Assured and Adequate Water Supply determinations for completeness, accuracy, and consistency with applicable statutes, rules, and technical criteria. Tracks application status, maintains accurate records in accordance with departmental policies and procedures, and coordinates with other staff and program areas to resolve issues, clarifies requirements, and ensures consistent application of standards.

Advises applicants and their representatives on application strategies, regulatory requirements, and technical needs to support timely and accurate determinations.

Creates, updates, and maintains standard work documents and procedures for application review.

Performs administrative tasks related to applications, including updating databases, processing payments, issuing refunds, and preparing related correspondence.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The Groundwater Code, Assured and Adequate Water Supply Program rules, Active Management Area (AMA) Management Plans and reporting requirements, and the Arizona Administrative Code (AAC) and Arizona Revised Statutes (ARS) governing water resource management.
  • Historical governmental involvement with water supply, water usage, and water resources management.
  • Current Arizona water resource management laws and regulations, including water rights administration.
  • Principles and methods used in developing water resource management programs and policies, including basic hydrology, water budgets, and analysis of water use trends and practices.
  • Information sources, research methods, and techniques used in water resources management.

Skills in:

  • Analyzing and interpreting water use and • water conservation data.
  • File/ record database information input and retrieval.
  • Effective written and oral communication.
  • Extensive skills in writing technical reports, using spreadsheets, databases and statistical systems.
  • Researching methods and analytical skills capable of addressing complicated water issues.
  • Effectively managing workload, deadlines, and priorities
  • Public speaking, including publicly presenting complex materials to diverse audiences
  • Problem identification and analysis and process improvement

Ability to:

  • Exercise sound judgment and make well-informed, timely decisions, considering potential impacts and implications.
  • Identify and implement solutions to improve efficiency and reduce waste.

  • Apply research methods and techniques to study water resource management issues impacting the State of Arizona.
  • Prepare and analyze technical and administrative reports, statements, and correspondence.

  • Interpret legal documents, rules, and statutes.
Selective Preference(s):

This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.

Pre-Employment Requirements:

Seven (7) years of professional level water resource management experience OR Bachelor’s degree and five (5) years OR Master’s degree and three (3) years OR PhD and one (1) year.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.00%.
