Job Summary:

The Environmental Program Training Manager (EPTM) is responsible for administration of instructional design, development, and maintenance of all ADOT environmental program training course materials and curriculum as implemented within Environmental Planning (EP).

Administration is required to ensure ADOT meets all federal, state, and local environmental laws and regulations relating to ADOT’s implementation of the federal aid highway program pursuant to federal law as delegated to ADOT through the 326 and 327 MOU’s.

The EPTM is responsible for developing curriculum need statements, managing training program curriculum developers, developing in-house training projects and curriculum, conducting environmental training classes , and maintaining appropriate training program records.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Administers, manages, and coordinates all environmental program training programs at ADOT and assists, as requested, on any project-level environmental training programs conducted either by ADOT staff or by contractor staff. Prepare environmental program training proposals, adult learning focused curricula, guidance, and supporting documents.

Provide responses to ADOT staff and management questions on training program effectiveness based upon employee environmental training records, and, as requested, gather, assess, and analyze data of all types to support ADOT civil and criminal litigation. Maintain attorney client confidentiality pursuant State of Arizona statutes, rules, and policies. Oversee consultant preparation of adult focused computer or web based training (CBT) for student usability and understanding.

Design, conduct,, participate in, and assist environmental class instruction and training when requested by ADOT staff and management. Travel to classroom sites throughout Arizona to conduct training to other departments within ADOT as an environmental subject matter expert. Take training
classes provided by National Highway Institute, Environmental Protection Agency, US Corps of Engineers, or similar federal, state, or tribal agencies or governments to maintain environmental program knowledge.

Develop requests for proposals, scopes of work, and contract documents for CBT for adult learners. Review and approve all consultant-prepared CBT project status reports and invoices submitted to ADOT prior to payment approval Manage CBT contracts for non-ADOT staff and personnel costs, including scope compliance and budgets.

Administer, develop and maintain in-house ADOT environmental program training applications for adult learners. Manage all phases of this responsibility to include defining of training objectives, content development of curriculum to meet ADOT regulatory requirements. Travel and overnight lodging to remote sites and driving of a State Vehicle during the course and scope of this position.

Engage continuously in improving processes, draft standard operating procedures and other guidance documents as needed. Provide environmental training program input for regulations, policies, guidelines, and procedures at the state and federal level. Mentor and coach others on instructional
design processes and use of learning technologies; maintain instructional design currency.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Proven experience as Program/Project Manager in Instructional Design or Development, adult learning principles, or in recognized practice, organizational methodologies, techniques, and methods leading to a certification in an area of learning expertise.
* Proven knowledge of adult learning, training principles and practices. Instructional modalities, e.g. classroom learning, blended learning, massive open online courses (MOOCs), ‘gamification’ and performance reward systems, multi device/mobile learning and virtual reality simulations.
* Knowledge of the use of survey instruments, needs assessment approaches, techniques. concepts when developing an adult worker CBT or classroom program.
* Knowledge of criteria used to assess quality and relevance of instructional content in relation to desired learning or behavioral outcomes.
* Knowledge of ADOT relevant environmental regulations, policies, and procedures as implemented by EPA, FHWA, ADEQ, local, and tribal governments.
* Knowledge of the National Environmental Policy Act (NEPA) and environmental regulations as these relate to the federal aid highway program.

Skill:
* Outstanding organizational and leadership skills.
* Analytical, oral, and written communication skill, including technical writing and proofreading practice.
* Experience in use of industry recognized development applications, ( Articulate, 360, Storyline, Rise, Lectora, Adobe Creative Cloud Suite, Captivate, Premier, Photoshop, Illustrator, Google Suite). Understand applicability of SCORM standards to the development applications listed above.
* Skill in analysis and evaluation of environmental training program data, in various formats, to evaluate the completeness and effectiveness of the training program.
* Skill in communicating professionally and expeditiously with ADOT staff and managers, stakeholders, and the public on environmental training program issues as these relate to ADOT operations.
* Skill in Interacting with other professional staff, agency managers, governmental officials, and the public, reflecting ADOT core values.

Ability:
* Ability to develop environmental training program curricula and supporting documents.
* Ability to drive state vehicles and travel safely to remote locations in Arizona to conduct, audit or observe environmental program training taken or given by ADOT staff, contractors, consultants , or other governmental officials.
* Ability to gather data and develop reports to support civil and criminal litigation in a confidential manner as requested by ADOT legal staff.
* Ability to simultaneously manage multiple projects of considerable complexity, and work with little or no supervision.
* Ability to communicate and work effectively with ADOT technical program, engineering development, construction program and maintenance staff and the members of the public who may be very knowledgeable, concerned and engaged .
* Ability to coach and develop employees, including continuous improvement practices and principles.

Selective Preference(s):

Working knowledge of Geographic Information Systems (GIS) applications.
Willingness and commitment to learning and continuous development.
Completion of, at least, a Bachelor's degree in environmental science, environmental planning, engineering, technical or science instruction program or related field.
Two to five years of relevant work experience.
A relevant master’s degree may substitute for two years of work experience.
Experience with public outreach (NOTE: this may substitute for classroom instruction experience) .

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

A current, valid state-issued driver's license.
