Serves as a lead technician under the direction of the Engineer-in-Charge or designated representative.
Coordinates activities on highway construction projects including survey, quality control, inspections, material sampling, field material testing and material tracking.
Inspects and documents complex contract items, such as structures and concrete or asphalt pavement and performs other duties as necessary due to staffing requirements.
May function as the primary contact for contractors and consultants for construction projects. May function as the primary contact for contractors and consultants to initiate supplemental agreements.
Schedules and reviews completed work of other employees and provides training. Overtime may be required for project related tasks. Overnight travel may be required.

Perform construction project inspection, survey, documentation and testing as required for the area of assignment. Consults with contractors, local agencies and citizens to develop alternative solutions to resolve issues in conflict at the lowest level in the field and prepares recommendations for project management. Operate a state vehicle to and from job site.
Review technical problems and develop procedures and recommendations for resolution of issues related to the area of assignment. Review, verify and approve calculations, test results and documentation related to the area of assignment.
Review of construction plans, specifications and documentation to ensure compliance with federal, state and local requirements.
Develop work schedules, assign personnel and direct activities of personnel to meet overall expectations related to the area of assignment. Provide training, coaching and guidance to personnel as directed.
Reviewing and/or preparing contract documents related to force accounts, change orders, supplemental agreements and final documentation for completed projects.
Review, verify and approve contractor pay quantities before downloading in CPE program.
Attend meetings and represent the District as directed.

Knowledge, Skills & Abilities (KSAs): |
Knowledge:
-Principles and practices of civil engineering related to the construction of the state highway system
-Construction inspection methods, procedures, techniques, construction survey and materials testing
-Project-related contracts, plans, specifications, and documentations, verification and review, agency procedures, policies and practices
-Federal, State and agency standards, approved record-keeping, and documentation
-Materials and equipment used for highway construction and materials testing purposes
Skill:

High School Diploma or GED and four(4) years of experience in inspecting minor highway construction projects, hot mix asphalt and concrete plants, performing administrative and advanced engineering and construction records maintenance or related duties.
A Bachelors degree in Engineering Technology or closely related profession may substitute for required experience. ATTI and ACI Certification.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
