This position serves as a Deputy State Engineer, providing leadership and guidance to the ADOT Project Delivery and Operation (PDO) division group managers and District Engineers throughout the State of Arizona. This position supports the responsibility for operations, maintenance, project development, contracts, and construction project delivery. This position provides oversight, leadership, and guidance to six engineering and technical groups and sections, oversees day-to-day operations for the Bridge group, Right of Way group, Roadway Engineering group, Traffic Engineering group, and the Utilities and Railroads section. This position also coordinates with the Project Management group and the Environmental Planning group in delivering the five-year construction program in the 20-30-30-20 yearly format. This position leads, coaches, and offers guidance to group managers and section leaders in regards to budget and managerial resources in order to ensure successful project delivery and operations of the state highway system. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Provides oversight, leadership, and guidance in continuously improving project delivery for preservation, modernization, and expansion projects. Provides oversight and guidance relating to design activities in the delivery of the ADOT five-year program, on time, as scoped, and on budget.
Represents the department and provides expertise and assistance to all appropriate technical and operational areas, federal and local governments, state
agencies, contractors, state transportation board, AGC, ARPA, ACEC, MAG and PAG, and other stakeholders.
Lead the six groups and staff on process improvement, organization staffing, training, quality and performance improvements, strategic planning and budget issues. Coordinate and facilitate decision-making at the speed of business.

- Civil Engineering principles and their application to highway design, construction, and maintenance.
- Standard industry practices in transportation construction, contract administration practices, and their application in design, construction, management systems, and their functions.
- Project management process for construction and maintenance project delivery and operations.
- Innovative design strategies and standards.
- Organizational and operational procedures of ADOT PDO and State government, including budgetary, legislative, contracting, personnel, and procurement processes.

Registration as a Professional Engineer in the State of Arizona.
15 years of experience in transportation management.
Pre-Employment Requirements: |
Bachelor's Degree in Civil Engineering or related Engineering field or a Business Management degree.
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
