Job Summary:

Ensures compliance with state and federal regulations and labor policies such as Davis-Bacon and Related Acts (DBRA) for federally funded highway construction projects. This position facilitates the proper reporting of prevailing wages, fringe benefits, apprentice utilization and resolution of employee wage violations. The information is then disseminated to ADOT Field Office, contractors, and subcontractors. This position is the final check to ensure compliance in administering the federal requirements. Responsible to upper management to certify that all federal labor laws are being uniformly enforced for all contractors and subcontractors. Accountable to management as to findings in the annual Single Audit.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Provide oversight and compliance verification of contractor's compliance with DBRA provisions, includes wage decisions, payroll records, employee interviews, fringe benefits creating and reviewing document findings, updating the database, and performing follow up actions.
Support assigned Labor Compliance Officer with contractor apprentice/trainee programs, provide peer to peer coaching.

Process requests for additional classifications, wage rate, and fringe benefit for submittal to the US Department of Labor for approval.

Assist supervisor to investigate and resolve wage violation complaints from contractor employees. May require statewide travel and overnight lodging to support primary responsibilities. May drive state vehicle in the course of the state business.

Assist supervisor in the creations of reports, tracking methods, maintaining metrics. May facilitate meetings and huddles in the absence of the supervisor.

KNOWLEDGE

  • Davis-Bacon and Related Acts
  • Federal Highway Administration (FHWA) regulations and laws.
  • United States Department of Labor (USDOL) regulations and laws.
  • CPE-Fast-Contract Card software.
  • Interviewing and investigation techniques
  • Contract Work Hours and Safety Standards Act (CWHSSA) Copeland.

SKILLS

  • Analysis and preparation of data in comprehensive format.
  • Professional written and verbal communication.
  • Develop forms and documents in order to plan and conduct seminars.
  • Google Workplace applications as well as Microsoft Office programs.

ABILITY

  • Communicate technical details to non users.
  • Maintain positive relationships with ADOT staff, contractors, and federal agencies.
Selective Preference(s):

Two years experience in reviewing and evaluating payroll documents or a basic understanding of construction practices, state and federal labor laws, and the ability to interpret and apply the applicable laws regulations.

Pre-Employment Requirements:

Valid Driver License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
