This position manages the programmatic, clinical quality management, and epidemiology activities of the Ryan White Part B (RWPB) in the Office of HIV & Hepatitis C Services. Under the oversight of the Office Chief, the Ryan White Part B Program Manager is responsible for overseeing the activities of sub-recipients providing Ryan White Part B funded services, coordinating service delivery with community partners, managing program revenue, and managing procurement and budget actions related to the program. This position is responsible for oversight and monitoring of all RWPB contracts, including initiating, implementing, monitoring and tracking of all contracts. The Ryan White Part B Program Manager is responsible for maintaining relationships with community members, partners and community stakeholders in addition to Ryan White Part B sub-recipients. They are expected to participate in Ending the HIV Epidemic planning activities in the state of Arizona. They will also need to work with state partner agencies including but not limited to the Arizona Healthcare Cost Containment System, Arizona Department of Housing, the Department of Economic Security and Arizona Department of Corrections, Rehabilitation, and Reentry. They work independently and as part of an experienced team, providing epidemiological expertise for specific programs or more complex individual epidemiologic analyses. This level of epidemiologic work includes developing and designing methods of collecting, analyzing, and disseminating data and requires general, and in some cases specific, understanding of program processes and methods for prevention, intervention, and control of public health problems. Plans and conducts epidemiologic studies and urgent outbreak investigations. Coordinates and communicates evidence-based interventions and/or control measures in response to epidemiologic findings. Identifies and evaluates a wide range of health conditions within an assigned program. Provides scientific advice and technical assistance to communities and outside partners. Designs, manipulates, and uses data. Performs statistical analyses related to complex analytical investigations involving highly specialized scientific data. In addition to using known techniques for analyzing epidemiologic investigation data, adapts or combines a variety of existing statistical methods to fulfill specific project needs. Participates in the design, management, and use of surveillance systems. Provides consultative services on large and difficult programs or projects. Conduct oral presentations to diverse audiences. Conducts literature reviews for program planning, for preparation of publications, and for evaluation. Participates in after-hours activities including partner meetings, investigation, outbreak and emergency response as needed. Participates in writing grants and other funding proposals. May provide technical leadership and guidance and coordinate work of epidemiologists, other professional staff, or technical and administrative staff, as assigned. Employee will be expected to make independent decisions and judgments based on their professional education, programmatic experience and training; this position maintains and shares information and data of a very confidential nature. Other duties include monitoring budgets/expenditures of sub recipients, including documentation submission review and annual site visits; initiating budget and other fiscal transactions and adjustments; and ensuring compliance with applicable policies and procedures related to fiscal activities, state and federal.
Leads grant writing and grant management activities for the Ryan White Program. As part of this work, oversees multiple subcontracts with funded sub-recipients. Ensures timely completion of deliverables including the capture of data and programmatic metrics necessary for monitoring the impact of programmatic services.
Maintains databases for the analysis of health problems to assess the programmatic outcomes and public health impact of service delivery.
Leverages public health data to identify, analyze, and report public health issues and problems. In addition to using epidemiological knowledge to provide supervision to the epidemiologist, is responsible for managing several public health databases to fulfill specific project needs.
Provides scientific advice and technical assistance to communities and outside partners. Conduct oral presentations to diverse audiences.
Provides consultative services on large and difficult programs or projects.
Conducts literature reviews for program planning, for preparation of publications, and for evaluation. Design and prepare reports from analyses of surveillance data, literature reviews.

Masters of public health in Epidemiology and two years of professional experience in public health agency. One year of management/ supervisory duties. Ideal candidate will have experience using statistical software, working with the different levels of US health care system and public health system, governing Ryan White programs and experience managing finances of Ryan White funded programs.
