Under the general supervisor of the Prescott Regional Materials Engineer this position is responsible for managing and overseeing the operation of the Prescott Regional Laboratory, as mandated by the Federal Highway Administration. This position performs a variety of journey level engineering duties in highway construction materials laboratory testing operations. This position manages the Independent Assurance and Correlation sampling and testing program within the Region. Ensures Materials Quality Assurance Program is implemented and followed in the Region. This includes providing leadership and technical assistant to ADOT and consultant personnel. Initiating, writing and reviewing the Position Operation Procedures Manual (PPD), test methods and construction contract specifications as required to stay current with materials technology. Performs special materials studies and writes detailed reports to collect data for new policies, procedures and specifications to investigate materials related failures.

Provides leadership, supervision, training, and coaching to laboratory staff to meet Department objectives including hiring, appraising, promoting, and disciplining lab technicians and consultants, managing equipment, expendable inventories, vehicles, other fixed assets, and all operations performed by the lab. Manages the Independent Assurance and Correlation sampling and testing program within the Region.
Acts as technical staff expert in providing materials related expertise to the District, Maintenance and Resident Engineers in the solution of technically difficult materials issues. Provide materials related expertise to consultants and local municipality personnel.
Manages operations performed by the Prescott Regional Lab including binder testing. Reviews, analyses, and evaluate soil and
aggregate, asphaltic concrete, Portland Cement Concrete and binder test results. Enter data into FAST or CMTP.
Reviews materials close out documentation submitted by the Resident Engineers for each project, and assist the Regional Materials Engineer with the Final Materials Certification. This is required to ensure all materials on a project meet contract specifications and all sampling and testing was performed in accordance with the Department's Quality Assurance Program and Federal Highway Administration requirements.

Knowledge, Skills & Abilities (KSAs): |
KNOWLEDGE
- Engineering-related mechanical and chemical properties of soils and highway construction materials, and associated
computations.
- Methods and techniques used in highway construction and materials testing laboratory procedures including those under
the jurisdiction of AASHTO, ASTM, and ADOT.
- ADOT Standards, the ADOT Materials Quality Assurance Program, Sampling Guide, Practice and Procedure Guidance,
ADOT FAST, Soil and Aggregate, and Concrete Cylinder Report (CCR) materials databases.
- Federal and State regulations involving construction procedures and the environment.
- Lab safety protocol.
SKILLS
- Skill in researching, reading, and interpreting a variety of technical engineering documents such as standard drawings, design documents, specifications, printouts of test data, materials research report and technical bulletins to effectively interpret acceptability of test results.
- Effective oral and written communication skills to accurately convey ideas.
- Time management, task prioritization, and interpersonal relations to facilitated the lab's fulfillment of ADOT's objectives.
ABILITY
- Plan and prioritize work assignments within the laboratory to effectively accomplish the goals and objectives of the Department within established timeframes.
- Lead by example and gain the trust of technicians in the laboratory to establish and maintain a productive work environment.
- Obtain state-of-the-art information from manuals, research papers, or other technical publications regarding complex materials testing-related issues and discuss with experts in order to solve problems.
- Exercise considerable engineering-based judgement when dealing with non-routine situations.
- Operate a computer and use specialized software to analyze test results.
- Ability to coach and develop employees, including continuous improvement practices and principles.
Bachelors of Science Degree in a highway construction related field and two years of supervisory experience in an AASHTO Accredited Lab, or
5 years of supervisor experience in an accredited lab or
Completion of the ADOT EIT Program or
Having passed the Field Engineer Exam, and two ears of progressive materials testing experience in an accredited lab Or
(8) Eight years of progressive laboratory experience equivalent to a TCT4 Lead lab Technician.
