Job Summary:

This position will be responsible for supervising the ICA Workers' Compensation Fraud Investigations Unit investigations caseload and the Fraud Unit's investigators. This position will be responsible for effective and efficient operation and management of an Investigations Unit that completes fraud investigations pursuant to A.R.S. § 23-934. This position is responsible for establishing and maintaining work standards, procedures, methods and policies for the Fraud Unit's investigations including drafting templates, reports, forms for use for the unit.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
● Train, direct, supervise Fraud Unit investigations: evaluate compliance with Arizona Workers' Compensation laws, fraud laws, and rules to determine appropriate action; review case files, assess case issues; confer with Assistant Chief Counsel; assign cases to investigators; confer with investigators for feedback and monitoring of investigation activity; review, approve investigation reports; review legal material and consult with Assistant Chief Counsel and staff attorneys to keep abreast of laws, rules, legal procedures and judicial decisions; provide new and updated information to staff investigators; resolve problems and questions; attend training seminars and conferences; compile topic material and make presentations at conferences and meetings regarding the Fraud Unit's investigations and enforcement.
● Establish and maintain work standards, procedures, methods and policies for the Fraud Unit's investigations; keep records, track and monitor caseloads; compile and calculate investigations data; write status reports; confer with staff investigators for feedback on problems areas, policy and procedure effectiveness, equipment and resource needs; write justifications for budgets and expenditures.
● Plan and implement procedure modifications; consult with personnel from other ICA divisions and state agencies on a variety of issues; write performance evaluations; monitor equipment maintenance; handle administrative and personnel requirements; research and compile training material; hire new investigative staff; provide on the job instruction. Trains fraud investigators and administrative staff as needed
● Conducts AMS huddles, weekly unit meetings, required training, and Gemba walks. Communicate with the manager to discuss investigative plans and questions, resolve difficult issues, and share information.
● Drives state automobile to various locations throughout the state, conducting the business of the Fraud Unit

Knowledge, Skills & Abilities (KSAs):

Knowledge in
● Procedures and techniques of managing and supervising an investigations unit responsible for conducting specialized and highly complex civil administrative and criminal investigations
● Arizona administrative practices and procedures and personnel rules and requirements
● Federal, State and local civil, administrative and criminal laws pertaining to fraud, workers' compensation, labor, occupational safety and health, debt collection, investigations and evidence of techniques and procedures used in conducting government regulatory enforcement, litigation, financial and criminal fraud investigations.
● ICA and Legal Division's purpose, goals, policies, procedures and practices.
● Private industry practices and government business and occupational regulation.
● Court rules and procedures pertaining to enforcement, adjudication and litigation of workers' compensation, labor, occupational safety and health, and debt collection
● Court rules and procedures pertaining to criminal prosecution.
● Sources for information and evidence relevant to complex workers' compensation, OSHA and labor enforcement, litigation and adjudication issues and criminal fraud investigations.
● Fraudulent schemes and artifices used to violate civil and criminal fraud and regulatory laws.
● Video cameras, field communication equipment and audio recorders.
● Computer databases for records and information searches pertaining to regulatory enforcement and criminal fraud investigations.
● Computer operation as used in record keeping.
● Google Suite and other computer programs. Arizona administrative practices and procedures and personnel rules and requirements.

Selective Preference(s):

The ideal candidate for this position will have:

• College Degree.
• Three years investigative experience in a public or private sector.
• Minimum of (1) year or more experience managing an investigations unit.
• Advanced computer skills, especially experienced with Google suites

Recommended Licenses/Experience: State Private Investigation license, Fraud Examiner Licensed and or Process Server license.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

You will be eligible to participate in the state employee health/disability insurance plan, and you are required to participate in the Arizona State Retirement System (ASRS). ASRS participation may begin immediately or upon your 27th week of employment. Contributions are matched by the employer.
