Under the general supervision of the Signal Operations Manager, the TES performs advanced-level technical traffic engineering and system analysis duties in the design, analysis, modeling, and updating of the state’s Intelligent Transportation Systems (ITS). Will develop the Synchro Model for statewide arterial roadways, which includes gathering the approach lane configurations, signal spacing data and conducting manual turning movement counts or mining data from smart sensors for each of the intersections within the corridor.
Provides assistance to the public regarding traffic signal timing complaints to minimize driver delay and optimize traffic signal progression by troubleshooting problems with centralized traffic signal computer system and/or remoting into the traffic signal controller interface, monitoring real time traffic conditions and adjusting signal timing in response to changing traffic conditions.
Assists in writing specifications for technical operations standards and special operations phase sequence standards for traffic signal controllers to achieve optimum signal performance. This position may perform other electrical and lighting engineering functions as needed.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Develop traffic signal phasing and timing plans for various traffic flow conditions such as peak periods, off peak periods, special event, and traffic incidents. This includes data collection, analysis and computer modeling using various traffic signal optimizations programs, such as SYNCHRO & WaySync signal optimization tool. May include other signal timing modeling tools as required.
Implement traffic signal timing plans and monitor performance in person or through the use of traffic cameras. Implementation includes uploading of timing plans into the central Maxview /Kinetics, and assist with implementing the new Automated Traffic Management System. Monitoring included working in the Traffic Operations Center and making changes to signal timing or signal timing plans to reduce travel delay and congestion. This position will require some after hours and weekend remote signal timing for planned and unplanned closures.
Collaborate with local agencies and other Internal ADOT stakeholders in the development and implementation of traffic signal timing plans to facilitate the effective coordination of traffic signal operations across jurisdictional boundaries. This includes development and execution of various
Inter-governmental Agreements (as needed). Research and develop traffic signal hardware and software specifications. Prepare various reports, plans, schedules and project needs statements in support of more efficient traffic signal operations.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
* Transportation related engineering properties and procedures,
* Federal and State Regulations involving construction, engineering, and environmental procedures.
* Current civil engineering practices and procedures.
* Knowledge of the most current Edition of the MUTCD
* Department's design standards a plus.
* Engineering fundamentals such as traffic concepts, mathematics, and basic statistics.
* Knowledge of Google Workspace.
Skill in:

* Represent agency in regional transportation meetings.
Engineer-In-Training certification is preferred by not required.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
