The position is the dedicated point of contact and financial resource for one or more programs or subprograms within the Division of Aging and Adult Services (DAAS). Working with direction from a Fiscal Supervisor, this position has primary responsibility for reviewing and processing all Aging and Disability and Tribal invoices, compiling payroll reports, all forecasting, analysis, federal reporting, and monitoring of assigned programs. This position provides financial expertise to Division and programmatic leadership on financial budget matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs. 

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Act as a single point of contact between the DAAS program, external/internal partners and all assigned areas, providing guidance and customer support, attending formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with stakeholders, and developing recommendations for the program's continuous quality improvements and assist with the implementation.
• Research and analyze expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts.
• Review and process invoices, complete payroll reports, initiate transactions including transfers, journal vouchers, expenditure corrections and other documents.
• Working with the accounting team, sharing documents with stakeholders, completing ad hoc analysis and requests in a timely manner, working with Financial Services Administration to determine funding needs of programs

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Governmental accounting and fiscal principles
• Principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control.
• Budget and state legislative process
• Statistical analysis and theory, and general office practices and procedures

Skills in:
• Oral and written communication
• Analysis and interpretation of financial data
• Establishing and maintaining effective working relationships with leadership, division management and internal and external stakeholders
• Initiating expenditure corrections, journal vouches, cash receipts

Ability to:
• Write clear, concise, and accurate reports
• Perform difficult and complex analytic work
• Prepare and review federal reports for grants applicable to assigned programs
• Monitor appropriations, revenues, and expenditures

Selective Preference(s):

This ideal candidate for this position will have:

• Bachelor's degree in Accounting, Finance, Economics or Business Administration with a specialization in accounting, finance or economics from an accredited college or university.

Pre-Employment Requirements:

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the state-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
